Duties

Help
  • You will serve as a Telecommunications Specialist located at the Base Communications Department, Base Communications Officer (BCO) Telephones (N5) of Naval Computer and Telecommunications Area Master Station Detachment Puget Sound.
  • You will be serve as Project Management and Technical Support to ensure uninterrupted telephone service, local and long distance network services are maintained for the Naval Hospital Bremerton, WA.
  • You will provide policy and direction for the operations, maintenance and management of the Naval Hospital Bremerton Base Telecommunications System.
  • You will maintain liaison with contractors, local exchange carrier, and the BCO for the purpose of exchanging ideas on communications planning, system installation scheduling, and priority of equipment, cable, maintenance and new types of service.
  • You will be responsible for maintaining a telephone trouble desk for all telephone related problem, and coordinating all trouble-shooting and repair actions with commercial providers and the maintenance contractor.
  • You will act as the Contracting Officers Representative (COR) for Naval Hospital Bremerton telecommunications contracts.
  • You will be responsible for maintaining all telecommunications customer premise equipment, cable and line inventories for Naval Hospital Bremerton.
  • You will prepare and process monthly telephone billing, provides copies of billing to all telephone customers at Naval Hospital Bremerton.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:

  • Experience utilizing telecommunications systems to include Lucent Switches, Private Automatic Branch Exchange (PABX) and alarm systems;
  • Experience with planning, operations, conducting surveys evaluating customer needs, and implementing technical projects for the improvement and expansion of telecommunications systems;
  • Experience managing telecommunication programs and coordinating with personnel from various government and civilian agencies;
  • Experience maintaining knowledge of current industrial and MlLCON standards within the telecommunications industry;
  • Experience reading mechanical and construction drawings, wiring diagrams, blueprints, and communicating both orally and in writing.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-09 position:

Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Obtained an LL.B. that is related to the position being filled.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
