Help

This is a Wyoming Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment and classification. The primary purpose of this position is to navigate unit equipped (UE) aircraft. Positions specifically covered by this series include (1) Instructor Navigators/CSO's for heavy multiengine transport or tanker aircraft and (2) Instructor Weapon Systems Specialists in fighter or reconnaissance aircraft.

(1) Navigates advanced, single or multi-engine military aircraft, high performance military fighter aircraft on tactical/non-tactical assigned missions using advanced precision instrument flight techniques in conjunction with air navigational aids.
(2) Prepares for flight to include: securing current and forecast weather information to determine conditions along the proposed route of flight and at the destination; plans the flight through the study of charts to determine routing, intermediate stops, alternate destination, fuel requirements, estimated flying time, and if required, files the aircraft flight plan and reviews aircraft and personnel diplomatic entry requirements; checks and verifies that the airplane is ready for flight, including aspects as defensive equipment and expendables loading, maintenance or service conditions, performing prescribed preflight checks, reviewing load weight, chute type, and positioning for airdrop loads, and obtaining the proper clearances to begin the flight.
(3) Performs Flight Examining functions which include: evaluating the performance of aircrew members completing initial training; instructing, evaluating, and examining rated instructors; providing periodic flight evaluations of rated aircrew members; and administering requalification evaluations.
(4) Instructor duties include reviewing trainee's prior training and experience records of newly assigned aircrew to determine and planning the type and level of training necessary to achieve the required level of proficiency or skill.
(5) Incumbents are subject to rotation to perform administrative staff tasks in any of the following Air Operations program support functional areas: Training and Scheduling, Plans, Safety, Inspector General, Weapons and Tactics, and Standardization/Evaluation.

KEY REQUIREMENTS:
Primary consideration will be given to current WY ANG military members. If required, additional areas of consideration certificates may be released to hiring managers.
Must become a member of the Wyoming Air Nat'l Guard before appt.
Must submit vMPF Rip/Data Verification Rip with application.
Must possess AFSC 12M3B, C-130 Mobility Combat Systems Officer.
Must be Navigator Instructor qualified.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.
Indefinite position may convert to Perm if funding/position is available.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

CONDITIONS OF EMPLOYMENT:
1. Work will require access to classified information. Must be able to obtain and maintain the appropriate Top Secret or Secret security clearance.
2. May require incumbent to perform Functional Check Flights to determine airworthiness of UE aircraft.
3. Will be required to travel by military or commercial air to conferences, meetings, or other functions away from normal duty station.
4. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
5. Qualifications for this position require the Navigator/CSO to have graduated from USAF or USN Undergraduate Flying Training (UFT).
6. Incumbents are required to maintain the same medical standards as USAF military navigators/Combat system Operators.

Qualifications

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 2 and 4. If referrals are not made from either of the target categories, subsequent referrals may next be made from Area 6 (if eligible).

Area 2: All permanent and indefinite Wyoming Air National Guard (NG) Title 5 and T32 Dual Status technicians employed within the Wyoming Air National Guard. Title 5 employee's must be eligible to convert to T32 Dual Status.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current and prior service military members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience which provided a working knowledge of the navigation systems and navigational instruments of the assigned airframe.

SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience, education or training that has required you to obtain information on type of mission, weather and intelligence data, and special instructions; experience preparing navigation flight plans; experience that provided a knowledge of proper readings and operations of navigational systems. Experience that shows your ability to test and inspect the operation of compasses, navigation systems, or radio and radar equipment; experience utilizing various navigational methods and aids to accomplish flying missions. Experience computing the effect of various factors during flight to establish present course and project balance of course and ability to train, evaluate and certify proficiency and competency of lower graded personnel AND you must have completed the necessary hours required for your current airframe. (ex. 1000 hours total navigation time which includes 200 hours' time in the C-130).

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights. An employee with statutory reemployment rights (USERRA) is protected for five years.

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position.
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment.
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent.
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
