Typical duties include:

  • Serving as senior counsel to the Enforcement Managing Executive (ME) on labor management and employee management matters.
  • Serving as a senior legal advisor to the ME, providing technical oversight and direction for complex and high visibility projects; coordinating actions; evaluating new initiatives; formulating policy and process alternatives; identifying strategies to achieve short and long-term objectives; and providing expert legal review of Office of Managing Executive program decisions and actions.
  • Serving as an expert technical advisor and consultant for special initiatives, as necessary, furnishing recommendations for required changes or written and oral reports which include determinations as to the extent to which application of existing regulations, procedures, or methods will alleviate specific problems. Directing efforts focusing on continual review and assessment of new and emerging technology, information, and processes that may be applied to improve decision-making at all levels.
  • Providing authoritative advice on policy and legal issues confronting the Enforcement program which are highly sensitive and confidential and may cut across organizational lines.
  • Maintaining a continuing cognizance of Enforcement program actions, particularly those issues of importance and high visibility to provide responsive analyses, up to-date status, and recommendations for appropriate actions. Serving as a liaison between the Enforcement ME and executive staff as well as staff throughout the Commission involved in these issues.
  • Reviewing memoranda, preparing written materials, including talking points, guidance on process chances, responses to requests for information from within or outside the agency, and emails and maintain the calendar of the ME.
  • Researching and tracking down answers to questions and issues that may come to the ME's attention and prepare summaries of findings.
  • Preparing the ME for meetings with the Division Director and Deputy Director, Senior Officers, and other staff across the Commission.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT: All applicants must possess the following

  • J.D. or LL.B. degree --AND--
  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have four years of post J.D. work experience three years of which includes at least four of the following:
(1) identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents;
(2) conducting investigations and/or civil cases or administrative proceedings;
(3) providing interpretive advice on issues relating to contract/procurement matters;
(4) providing interpretative advice on issues relating to labor management and employee management;
(5) providing interpretative advice on issues relating to data management and/or electronic discovery.
