Summary
The Veterans Claims Examiner (VCE) position is located in the Educational Division within the Department of Veterans Affairs, Muskogee, Oklahoma VA Regional Processing Office (RPO). Advise education claimants via telephone of their benefits, rights, and privileges which they may be entitled to under the laws administered by the VA in a high-volume call center.
Review education awards to ensure proper payment, eligibility, and entitlement regulations and laws have been applied in processing of education award.
Assist individuals in developing needed evidence required to receive education benefits.
Prepare required documentation needed to resolve errors and/or delays in obtaining benefits.
Explore all avenues of assistance available to individuals and encourages individuals to fully utilize the education benefits.
Initiate check-tracers and explain Department of Treasury procedures for reissuing checks.
Inform individuals of their right to appeal decisions and the appeal process.
Maintain professional, positive, and helpful relationships with teammates by using tact, diplomacy, and cooperation.
Possess broad and detailed knowledge of federal laws, eligibility criteria, and agency procedures pertaining to the full range of education benefits.
Initiate actions to resolve discrepancies and obtain information so that incomplete or erroneous records can be corrected.
Provide advice, expertise, and problem-solving assistance to claimants who call the national Education Call Center.

Qualifications

Specialized Experience:GS-05: Applicants must have at least three (3) years of progressively responsible general experience, with at least one year conducted at or equivalent to the GS-04 grade level in the federal or other service. General experience for this position is defined as: 1) Analyzing problems to identify significant factors, 2) gathering pertinent data and recognizing solutions; 3) planning and organizing work; AND 4) communicating effectively orally and in writing.
Note: Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Applicants may substitute education for experience at the GS-05 level: Successful completion of a full 4-year course of study (120 semester or 180 quarter hours of education above high school) in any field leading toward a bachelor's degree (or equivalent) from an accredited college or university; or possession of a bachelor's degree (or equivalent). NOTE: if you are claiming to qualify based upon education, you must submit a copy of unofficial or official transcripts to support this claim.

Applicants may combine education and general experience to qualify at the (GS-05) level: If you have some, but not all, of the education AND general experience as described above, you may still qualify by combining the amount of creditable education and experience that you do have. To do so, first calculate the percentage of qualifying education you have as a percentage of the education required. Next, calculate the percentage of general experience you have as a percentage of the experience required. Then, add the two percentages. The total percentage must equal at least 100% for you to qualify for the position at the grade GS-5 level. For example, an applicant has 2 years of general experience and 45 semester hours of Undergraduate course work complete. The applicant meets 67 percent of the required experience and 38 percent of the required education. Therefore, the applicant exceeds 100 percent of the total requirement and is qualified for the position. Physical Requirements: The work is sedentary. The incumbent will be required to talk for long periods of time, which occasionally puts a strain on the throat/ vocal cords. There are no other special physical demands required to perform the work. There may be some walking, standing, and carrying of light items such as papers, books, claims folders, and files from one desk to another or for returning to storage. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
