Summary

About the Position: Serves as the senior advisor to the Director, Cold Regions Research and Engineering Laboratory (CRREL), and serves as a mentor of the Engineer Research and Development Center (ERDC) Board of Deputy Directors, ERDC Junior Program and Budget Advisory Council (JPBAC), and ERDC Business Development Action Group (BDAG).

This is a Supervisory Interdisciplinary position which may be filled under any of the listed Job Family Series.

Duties

Help
  • Provides strategic direction for the laboratory's research in New Hampshire and Alaska.
  • Establishes, manages and enforces policies, processes, and procedures used in execution of technical, fiscal, contractual, and other laboratory responsibilities in support of its direct and reimbursable research, development, and engineering.
  • Promotes a capable and successful workforce and leads planning for manpower requirements.
  • Builds relationships with governmental and nongovernmental organizations, and promotes transition of knowledge, products, and capabilities to others.
  • Oversees the CRREL operating budget/obligating authority/expenditures.
  • Provides supervision, leadership, and guidance to develop and focus staff.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the below experience:

Specialized Experience:

To qualify at the DB-05 (GS-15) grade level or equivalency, your must have one year of specialized experience equivalent to at least the DB-4 (GS-14) level in the Federal service which includes:
  • Conducting Research and Development (R&D) efforts across many disciplines in basic and/or applied research
  • Developing organizational funding requirements and budget estimates
  • Planning, integrating and/or reviewing Research and Development business requirements of the organization
  • Developing, training and supervision of people to effectively and efficiently execute the mission.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-5 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
