Help

The Human Resources Specialist (Compensation) work involves analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration and advising leadership on the use of compensation flexibilities to help recruit, manage, and retain employees. The major duties and responsibilities include, but are not limited to:

  • Manages the establishment, verification, and continuance of all special salary rates and schedules Network-wide.
  • Manages Network-wide participation of programs such as the Student Loan Repayment Program (SLRP), Education Debt Reduction Program (EDRP), Retention, Relocation, and Recruitment (3Rs) incentives, and any associated Network-wide advisory boards (i.e. Retention Incentive Review Board).
  • Establishes, reviews, and revises Network-wide locality pay schedules, Title 5 and Title 38 special rates schedules.
  • Performs technical reviews and provides guidance to the Medical Center Directors, Network Chief Medical Officer, and Network Director for physician, dentist, and podiatrist pay exception packages requiring either Network Director or Under Secretary for Health approval.
  • Serves as the HR Technical Advisor for pay determinations regarding Network-level physicians, dentists, and podiatrists to the Network Chief Medical Officer.
  • Collaborates with facility designee (i.e., pharmacy executive, nurse executive, etc.) and solicits the views of union representatives, if appropriate, regarding the identification of survey data and job matching processes.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday, 8:00 AM - 4:30 PM ET (flexibility in start/stop times may be discussed upon selection)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 position you must have served at least 52 weeks at the GS-09.
  • For a GS-12 position you must have served at least 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Place Factor: Successful candidates must demonstrate current knowledge of Human Resources programs including the Electronic Official Personnel File (eOPF), HR Smart, physician pay, Retention, Relocation, and Recruitment (3Rs) incentives, Office of Human Resources Management (OHRM) pay site, and VA Handbooks 5005 & 5007.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-11 level and above.

To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-09 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of and skill in applying a wide range of Human Resources Management (HRM) concepts, principles, and practices; skill in applying the full range of pay regulation, premium pay regulations, principles, and practices sufficient to serve as a consultant in providing advice and guidance to leadership, employees, and officials to create and analyze new, as well as, review and revise established facility and Network-wide locality pay schedules, Title 5, and Title 38 special rates schedules; ability to provide expert advisory service and/or authoritative policy interpretations on complex pay issues.

Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~
Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.

To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:
Criteria 1 - Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of and skill in applying a wide range of Human Resources Management (HRM) concepts, principles, and practices; skill in applying the full range of pay regulation, premium pay regulations, principles, and practices sufficient to serve as a consultant in providing advice and guidance to leadership, employees, and officials to create and analyze new, as well as, review and revise established facility and Network-wide locality pay schedules, Title 5, and Title 38 special rates schedules; ability to provide expert advisory service and/or authoritative policy interpretations on complex pay issues. ~OR~
Criteria 2 - Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Knowledge of, and skill in applying, a wide range of Human Resources Management (HRM) concepts, principles, practices, and local and higher level procedures with regard to compensation; skill in consulting and advising others on pay administration, market pay reviews, Recruitment, Relocation, Retention (3Rs) incentives, initiating/adjusting special salary rates and locality pay schedules; conducting valid wage evaluations; monitoring and recommending action on all pay limitation areas; resolving a variety of complex compensation challenges pertaining to pay setting, locality pay, special rates, back pay, pay limitations, premium pay, grade and pay retention, severance pay, and cost-of living allowances.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
