Duties

Help

As a Realty Specialist, you will:

  • Be responsible for carrying out FHWA programs and related activities, for Federal-Aid highway projects under authority of eminent domain statutes and legislation.
  • Work in a team-oriented setting, leading teams and/or serving as a team member.
  • Provide coordination, liaison, negotiation, and consultation to officials in Federal, state and local governments, public and private organizations.
  • Provide coordination, support and as assigned task-based leadership for existing program activities, and identify program needs in response to internal and external conditions.
  • Create new and find innovative uses for existing communication and collaboration techniques to connect staff throughout the FHWA through improvement of effective and efficient workflows, sharing knowledge and improving organizations’ employee productivity and best business practices.

The ideal candidate provides advice, support, and coordination for program activities such as outdoor advertising and junkyard control, property management, relocation assistance, property valuation, real property acquisition, Uniform Act lead agency and other services and programs under the authority of eminent domain statutes and legislation.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with the following laws and regulations: Highway Beautification Act; The Uniform Relocation Assistance and Real Property Acquisition Policies Act; and Federal-Aid Right-of-Way programs.
  • Experience assisting in the administration of programs under the authority of eminent domain statutes and legislation.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience interpreting laws and regulations related to the Highway Beautification Act; The Uniform Relocation Assistance and Real Property Acquisition Policies Act; and Federal-aid Right-of-Way programs.
  • Experience administering programs under the authority of eminent domain statutes and legislation.
  • Experience working with collaboration tools, such as those in Microsoft Offices 365 suite or other similar technologies, to increase knowledge transfer and collaboration.
