Summary

Help
  • Responsibilities listed are reflected at the full performance level of GS-12.
  • Ensures assigned Working Capital Fund/WCF aircraft are maintained in accordance with Forest Service policy. Performs maintenance such as engine, propeller, and flight control troubleshooting, removal/replacement, and rigging of WCF aircraft.
  • Determines appropriate maintenance activity level for complex and critical maintenance issues. Develops and manages both short term and long-range maintenance schedules/tasks for assigned aircraft.
  • Orders, receives, and inspects aircraft parts for serviceability and proper traceability. Maintains an inventory of ratable and consumable parts for scheduled and unscheduled maintenance of WCF aircraft.
  • Conducts inspections on single and multi-engine aircraft under a wide variety of contracts to include, light fixed-wing, smokejumper, air attack, large air tankers and helicopters.
  • Prepares contract technical specifications for equipment, maintenance and inspection requirements, reviews contract proposals and participates in pre-award evaluations.
  • Inspects and provides aircraft oversight by ensuring compliance with Federal aviation regulations, airworthiness directives, technical orders and bulletins, manufacturers' specifications, manufacturer's manuals.
  • Prepares contract technical specifications for equipment, maintenance and inspection requirements, reviews contract proposals and participates in pre-award evaluations.

Basic Requirement:
Applicants must meet all of the following requirements:

General Requirements (5): 1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; 2. Valid State driver's license; 3. Fluency in the English language; 4. No chemical dependencies or drug abuse that could interfere with job performance; and 5. High school diploma or equivalent.

Medical Requirements (3): 1. Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; 2. Have the ability to hear the conversational voice (hearing aid permitted); 3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.

Position Description Requirements (2): 1. The incumbent of this position is required to hold a current and valid Federal Aviation Administration (FAA) Airframe and Power plant (A&P) Certificate; 2. DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use. This announcement constitutes 30 days advance notice.

Specialized Experience, Training, And Certification Requirements (5): 1. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness; 2. Experience involving the maintenance and repair of FAA civil certificated airframes, power plants, and systems of multi-engine aircraft of 12,500 pounds or less maximum certificated takeoff weight OR more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program; 3. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state or Federal governmental agency; 4. Aircraft maintenance work experience within the last 3 years; 5. FAA Mechanic Certificate with airframe and power plant ratings.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-9: You must have one year specialized experience equivalent to the GS-7 in the Federal service. Specialized experience is defined as meeting one or more of the following (NOTE: This experience must be reflected in your resume): 1. Conduct assignments involving familiar aircraft, facilities, and equipment; 2. Ensure compliance with Federal Aviation Regulations and good safety practices; 3. Assist with inspections and maintenance of multi-engine (two or more) piston or twin-engine turboprop/turbo-jet aircraft after major repairs or alterations.


For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as meeting one or more of the following (NOTE: This experience must be reflected in your resume): 1. Monitor the maintenance activities of an aviation organization, ensure compliance with Federal Aviation Regulations and good safety practices; 2. Assist in managing an aviation maintenance program that includes inspection and approval of aircraft; 3. Inspect, maintain, and approve airworthiness of multi-engine (two or more) piston or twin-engine turboprop/turbo-jet aircraft after major repairs or alterations; 4. Maintain, schedule and approve inspections and maintenance actions of assigned aircraft.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
