Summary

This is a Direct Hire Authority (DHA) solicitation using the DHA for Shortage Category/Critical Need Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This developmental position GS-6 target GS-7 is located at Ft AP Hill, VA. Selection may be made at any grade level. If selected at GS-7, must meet all Conditions of Employment to be placed into the position at full performance level.

Pay is set using the 983P Special Salary Scale.

Duties

Help
  • Respond to, investigate, and resolve most emergency calls, complaints and other calls for service.
  • Conduct traffic surveys and make recommendations to alter installation traffic patterns.
  • Conduct long- and short-term investigations.
  • Perform Anti-Terrorism (AT) duties to deter, detect, and deny unauthorized access at fixed installation, internal compound, and incident perimeter posts.
  • Prepare sworn statements and in-depth reports based on information gathered in the investigation.
  • Pursue and apprehend persons and perform booking procedures.
  • Perform access control and patrol duties to detect and prevent theft, damage, accident, trespass, sabotage, and espionage to enforce the security regulations of the installation.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Secret Security Clearance.
  • This position is covered by the 1996 Lautenberg Amendment.
  • Incumbent must possess a valid State-issued driver's license and be able to obtain and maintain a government issued driver's license.
  • This position requires Firearms qualification testing.
  • This position requires incumbent to submit to random urinalysis exams and sign a DA 5019 drug testing position form.
  • Incumbent must successfully complete pre-placement and annual physical examinations.
  • Incumbent is required to wear a uniform that must be clean and possess a sharp and crisp appearance.
  • This position is designated as Mission Essential. In the event of severe weather conditions/emergency type situations (natural or man-made disaster) the incumbent is required to report to or remain at work as scheduled to support mission operations.
  • The position requires working rotating shifts including weekends and holidays and may require working overtime as well as on-call duty.
  • The position requires certification in CPR techniques and knowledge of first aid.
  • This position requires wearing personal protective equipment (PPE).
  • This position requires Virginia Criminal Information Network (VCIN)/National Crime Information Center (NCIC) certification.
  • Incumbent must obtain and maintain Virginia certification in the operation of the Model 5000 Intoxilyzer Breathalyzer.
  • Incumbent must meet the minimum standards IAW Army Regulation 190-56.
  • This position requires the incumbent to obtain and maintain law enforcement certification.
  • This position requires certification with various radar equipment.
  • This position requires Army law enforcement certification or completion of the Department of the Army Civilian Police (DACP)/U.S. Army Military Police School (USAMPS) Law Enforcement Academy within 12 months of appointment.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.

GS-06
Specialized Experience:
One year of specialized experience which includes responding to and investigating initial calls for service and complaints; law enforcement duties such as conducting searches, detaining suspects, responding to alarm or duress activations, interviewing witnesses, conducting preliminary investigations on criminal cases; performing required lifesaving first aid in the event of an emergency; setting up traffic or entry control points, performing foot patrol, and directing traffic; performing access control duties; answering visitor questions and providing assistance; using law enforcement computer programs to create reports concerning all incidents and actions taken. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).

GS-07
Specialized Experience:
One year of specialized experience which includes responding to and investigating emergency calls; exercising search and arrest authority, detaining witnesses, apprehending suspects, interviewing witnesses; conducting investigations on criminal cases; collecting and preserving evidence; developing case information for use in pressing charges and bringing suspect to trial; appearing in court to testify at court proceedings; performing required lifesaving first aid in the event of an emergency; conducting civilian training regarding various law enforcement topics; conducting traffic law enforcement patrol, issuing traffic citations, setting up traffic control points, road blocks, and directing traffic; performing access control duties; answering visitor questions and providing assistance; assuring criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment; operating the National Crime Information Center (NCIC) terminal; using law enforcement computer programs reports concerning all incidents and actions taken. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-06).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
