As a Human Resources Specialist (Policy), some of your typical work assignments may include:
Establishing policy and administering human resources (HR) policies and guidance in most or all of the following areas: Title 5 compensation, Title 5 staffing, and other related employment and compensation activities (e.g., merit promotion, excepted service, delegated examining, IPAs, details, reorganizations, Student Loan Repayment Program, waivers of overpayment, 3Rs, etc.).
Conducting and/or directing surveys, studies, or evaluations of most or all of the following HR policy or program areas: Title 5 compensation, Title 5 staffing, and other related employment and compensation activities (e.g., merit promotion, excepted service, delegated examining, IPAs, details, reorganizations, Student Loan Repayment Program, waivers of overpayment, 3Rs, etc.).
Coordinating the review of HR cases and/or preparing reports and audits as they relate to most or all of the following areas: Title 5 compensation, Title 5 staffing, and other related employment and compensation activities (e.g., merit promotion, excepted service, delegated examining, IPAs, details, reorganizations, Student Loan Repayment Program, waivers of overpayment, 3Rs, etc.).
Serving as an expert advisor on current FERC and Federal HR programs, policies, and guidance in most or all of the following areas: Title 5 compensation, Title 5 staffing, and other related employment and compensation activities (e.g., merit promotion, excepted service, delegated examining, IPAs, details, reorganizations, Student Loan Repayment Program, waivers of overpayment, 3Rs, etc.).
You must provide your SF-50 (see Required Documents section).
A one-year probationary period may be required.
A background investigation is required.
This is not a bargaining unit position.
Generally, male applicants must be registered with the Selective Service.
Relocation expenses will not be paid.
You may be required to divest certain energy-related securities.

You must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: 1) Performing policy or operations work in staffing/recruitment and at least one of the following HR specialty areas: classification/position management, compensation and leave, or training and development; 2) Providing technical guidance on HR laws, regulations, policies, or procedures related to compensation; and 3) Conducting studies to evaluate efficiency of human resources programs (for example compensation and leave).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
