The Technical Advisor reports directly to the Chairman, Federal Energy Regulatory Commission (FERC). Under broad administrative direction of the Chairman and with latitude for exercising independent judgment and initiative, the incumbent renders advice on significant technical and economic issues affecting the Commission's regulatory functions over the electric power and other industries in the United States; their market dynamics and the corresponding complexity of the Commission's workload and regulatory programs and objectives by the Congress, the courts, the states and regulated industries and the general public.
Additional responsibilities:
-- Advises the Chairman on economic, technical, and policy issues involving the operations of the Commission and having a major impact on the regulated industries and the general public.
-- Coordinates and/or oversees research, analysis, economic and technical support in cases pending before the Commission and the Courts. Also manages long-range and special studies having both national and international--scope involving the energy industries regulated by the FERC.
-- Serves as a representative of the Chairman before state legislatures, industry associations, specific interest groups, Federal, state and local government officials and other interested individuals or groups. Conveys the Commission's policies and viewpoints, consistent with the Chairman’s views. Maintains liaison with the Chairman, the Commissioner’s, Office Directors and staff of the Commission.
-- Briefs the Chairman on problems presented and views or comments expressed relating to any Commission activity including broad public policy and specific technical points. Keeps abreast of internal and external hearings and confers with key officials to understand and clarify issues in all actions for the Chairman, and recommends future courses of action, both as to policy and legal matters and specific operating problems.
-- Prepares correspondence, position papers and legal memoranda interpreting the Federal Power Act, Executive Orders, Presidential Directives, and other statutes which dictate the Commission's responsibilities; explaining Commission policy, rules, procedures and regulations; and advising on general regulatory problems, both national and international in scope. Prepares speeches and other significant written documents for the Chairman. Reviews correspondence prepared for the Chairman’s signature for adherence to overall Commission policy and particular views of the Chairman. Keeps the Chairman advised on significant trends, areas of emphasis, and particular points which are of immediate and vital concern.
-- Advises the Chairman on studies, Congressional resolutions and proposed legislation and prepares/edits speeches that the Chairman may make before Congressional Committees, industry associations or technical committees. Directs research for preparation of policy statements or articles published in industry journals or periodicals as needed by the Chairman.

For this position, specialized experience is defined as: You must have a high level of experience applying knowledge of current and proposed electric and gas policy, legislation, and regulatory management to analyze policy implications for all aspects of the electric and natural gas markets.
