You must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is defined as: Experience with federal legal and regulatory principles, concepts, and practices of employee and labor relations, to provide authoritative advisory services. Additionally, applicants must possess experience or aptitude in at least four of the following areas: performance management, retirement, unemployment compensation, workers' compensation, leave administration, awards program, and work life programs
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.

You have a strong desire to engage in collective bargaining, pre-decisional involvement, and will serve as a key focal point for agency negotiations with union officials.
You have strong negotiation skills to develop a coherent labor relations negotiation strategy based on an understanding of the legal requirements and the mission, policy, and procedures of the agency.
You're committed to providing sound advice to managers and supervisors of differing LER knowledge and expertise, to include consulting with other HR Staff to ensure that the negotiation strategy is consistent with the overall labor relations strategy for the Agency.
You're a collaborative relationship builder and can provide key consultative advice and assistance to the human resources staff, managers and supervisors related to union negotiations, impacts, and controversial or precedent setting issues. You have strong interpersonal skills and can conduct reviews of previously negotiated issues to include conducting substantive discussions with management officials, employees, and union officials/representatives, to identify perceptions of what concerns/issues are currently at the forefront. You have experience providing training, as necessary, on a formal and informal basis on negotiations and other labor relations matters. You're an effective writer and can provide formal and informal reports to address vital issues, studies and analytical approaches used, comprehensive findings, and cogent, realistic recommendations that are primarily used as the bases for key management decisions.
You are comfortable dealing with all levels of management on a regular and on-going basis.
