Duties

Help
  • In this position, the incumbent will ensure that inland navigation, flood risk management and ecosystem restoration project teams efforts are in compliance with all appropriate environmental laws, regulations, and policy.
  • Prepare or provide significant technical input for biological assessments in accordance with the Endangered Species Act.
  • Conduct forestry field investigations and surveys using qualitative and quantitative sampling techniques.
  • Provide input on project design for forest restoration, forest mitigation, and monitoring and adaptive management of forest resources.
  • Evaluate project impacts, including quantification of required mitigation, adaptive management, and monitoring, according to appropriate policy, to forest and other natural resources.
  • Project future environmental impacts based on review of existing conditions and proposed agency actions.
  • Evaluate agency actions to ensure compliance with environmental laws and regulations such as, National Environmental Policy Act, Endangered Species Act, Clean Water Act, Fish and Wildlife Coordination Act, etc.
  • Evaluate project impacts, including quantification of ecological benefits, according to policy using experience with habitat models.
  • Prepare concise NEPA documents (i.e., environmental assessments, environmental impact statements) and other biological reports to clearly relay project information to the public and resource agencies.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Forester 0460 Series:
A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:
Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results.
Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment.
Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.
OR
B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-09
Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Assist with scientific sampling design, data analyses and/or interpretation of results from scientific investigations related to forest resources; 2) Experience writing scientifically technical documents on forestry/forest ecological issues; and 3) Familiarity with Endangered Species Act, the National Environmental Policy Act or the Clean Water Act. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes two of the following three items: 1) Experience with scientific sampling design, data analyses and/or interpretation of results from scientific investigations related to forestry resources; 2) Experience writing scientifically technical documents on forestry/forest ecological issues; and 3) Experience applying environmental laws and/or regulations including either National Environmental Policy Act (NEPA), Endangered Species Act (ESA) or Clean Water Act to analyze potential impacts to natural resources from project activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

GS-12
Specialized Experience: One year of specialized experience which includes meeting four of the five following items: 1) Experience with scientific sampling design, data analyses and/or interpretation of results from scientific investigations related to forest resources; 2) Experience writing scientifically technical documents on forestry/forest ecological issues as well as writing technical analysis for NEPA documents; 3) Experience applying and implementing environmental laws and/or regulations including National Environmental Policy Act (NEPA) or Clean Water Act, to analyze potential impacts to natural resources from project activities; 4) Experience conducting environmental consultation processes under the Endangered Species Act (ESA); and (5) effectively collecting, interpreting and/or exchanging technical forestry/forest ecological information via letters, reports, and meetings within and outside of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
