Summary

The incumbent provides professional support to Office of the Actuary personnel in support of the Under Secretary of Defense (Personnel and Readiness) on all actuarial matters bearing on the current, proposed, or alternative DoD military personnel benefit programs. The incumbent applies professional actuarial principles and techniques in the analysis, evaluation, and projection of data and is involved in developing and improving the productivity and effectiveness of work methods and procedures.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a ACTUARY at the GS-1510-7/9 some of your typical work assignments may include:

  • Following established procedures, making actuarial calculations to be used, for example, in preparing cost estimates of proposed changes in retirement or medical programs.
  • Deriving and applying routine actuarial formulas to obtain rates and values for various plans such as medical and retirement.
  • Conducting supplementary studies of limited scope related to broad studies being conducted by higher-level professional staff.
  • Assisting in actuarial studies, analyses, and computations in support of DoD military retirement, survivor, and benefit programs.
  • Investigating specialized areas of actuarial science such as determination of normal costs, amortization schedules, and unfunded liabilities for military post-retirement benefits following general guidelines set by actuarial supervisors.
  • Analyzing actuarial data from military benefits to assure validity, accuracy, and correctness and recommending methods of applying the data to obtain desired results.
  • Assisting in the preparation of special studies involving the calculation of actuarial present values, projections of future flows of funds, or interpretations of laws affecting military fringe benefits.
  • Participating in the preparation of DoD financial statements and assists Chief Actuary in liaisons with DoD Inspector General and U.S. General Accounting Office.
  • The incumbent is expected to attain a knowledge of the data files and computer programs used by the actuarial staff.

Qualifications

You may qualify at the GS-07, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service as listed below:

  • Assisting in actuarial analyses and computations. OR
B. You have one year graduate level experience or superior academic achievement. OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) OR

D. Special Alternate Means of Qualifying: Successful completion of one (1) of the examinations offered by the Society of Actuaries (SOA), or the Casualty Actuarial Society (CAS), or credit for one of the Joint Board for the Enrollment of Actuaries (JBEA) examinations, as evidenced by an official SOA or CAS transcript. Applicants must complete a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

You may qualify at the GS-09, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as:
  • Performing actuarial analyses and computations;
  • Preparing research and studies on calculation of actuarial present values. OR
B. 2 years of progressively higher level graduate education leading to a master's degree OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) OR

D. Special Alternate Means of Qualifying: Successful completion of one (1) of the examinations offered by the Society of Actuaries (SOA), or the Casualty Actuarial Society (CAS), or credit for one of the Joint Board for the Enrollment of Actuaries (JBEA) examinations, as evidenced by an official SOA or CAS transcript. GS-07: Applicants must meet one of the following requirements:

  1. Eligibility under the superior academic achievement provision and a bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

    OR

  2. One year of graduate education in the subject areas of actuarial science, mathematics, statistics, business, finance, economics, insurance, or computer science; and

    • A course of educational study as described in paragraph 1 above.

    OR

  3. Combination of education and experience that includes both of the following requirements:

    • One year of actuarial experience equivalent to the GS-05 grade level; and

    • Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university equivalent to a course of study described in paragraph 1. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.

GS-09: Applicants must meet one of the following requirements:
  1. A master's degree or equivalent graduate degree, or 2 years of progressively higher level graduate education leading to a master's degree in actuarial science; mathematics, statistics, business, finance, economics, insurance, or computer science; and

    • A course of educational study as described in paragraph 1 above.

    OR

  2. Combination of education and experience that includes both of the following requirements:

    • One year of actuarial experience equivalent to the GS-07 grade level; and

    • A course of educational study as described in paragraph 1 above.


Selective Placement Factor: You must also meet the selective placement factor as follows:

Successful completion of at least one of the Society of Actuaries(SOA), the Casualty Actuarial Society(CAS) examinations OR have received credit for one of the Joint Board for the Enrollment of Actuaries(JBEA) examinations.
