Summary

About the Position: Serves as a River Ranger providing support to Operations Division for Operations and Maintenance activities at nine Lock and Dam project sites. Assigned management and administrative responsibilities for extensive recreational facilities, substantial and recurring natural resource management activities, visitor assistance, interpretive services, and serves as the senior advisor to the Operations Manager or Lockmaster.

Duties

Help
  • Oversees the conservation, preservation, restoration and use of all natural resources. Monitors and evaluates recreation trends and developments for planning future facilities, methods of work, and programs.
  • Frequently attends civic and public meetings and hearings to speak or participate in discussion of problems and to promote mutual understanding and coordination of the overall Recreation and Resource Management programs.
  • Plans and oversees the construction for the rehabilitation of picnic sites, roads, and associated structures in the recreation areas. Recognizes critical trends in park use and operations to formulate recreation facility usage guidelines.
  • Develops programs, methods, and techniques to minimize operation and maintenance costs in the parks, to minimize overuse and the resulting adverse impacts, and to protect the high resource values and quality recreation experience.
  • Prepares and/or works with the project staff in the preparation of various planning documents. Coordinates and cooperates with other agencies, groups, individuals, and other District elements in various aspects of these programs.
  • Responsible for the administration, direction, management and control of the interpretive programs for visitors. Programs consist of providing interpretive services for special groups, such as schools and professional groups.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to perform all physical requirements of this position. A pre-employment physical exam is required.
  • Must be able to obtain and maintain citation authority. Incumbent must successfully complete the annual refresher training in order to maintain citation authority.
  • Utilizes computers and software, including Corps-developed software.
  • Required to wear the appropriate uniform for this position. The NRM uniform shall be worn in accordance with EP1130-2-550 Chapter 8.
  • Must possess and maintain a valid State motor vehicle operator's license prior to appointment.
  • Must obtain and maintain a current Corps of Engineers motorboat operator's license including all requirements of the District Licensing Policy within one year of hire date.
  • May be required to work weekends, holidays and varying shifts.
  • May work in inclement weather to perform duties, including but not limited to boat/foot patrol, surveillance of project, various inspections, boundary marking, special events and emergency situations.
  • May work alone performing duties, including but not limited to contacting the public while enforcing title 36 Code of Federal Regulations and driving in off-road situations.
  • Serves as an incidental motor vehicle operator. Operates an automobile, light truck, ATV or motorboat to accomplish assigned duties. Must be able to operate the motor vehicles without danger to self or to others.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Natural Resources Specialist (Ranger):

A. Education: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A. above, plus appropriate experience or additional education.

In addition to meeting the basic education requirement above, to qualify for this position you must also meet "one or more of the qualification requirement options" listed below.

GS-11 Specialized Experience: One year of specialized experience which includes coordinating the planning and execution of all activities related to one or more of the following programs: recreation and park administration, boundary surveillance, historic properties protection, public education and interpretation, visitor assistance, and public safety. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Specialized Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-09 Specialized Experience: One year of specialized experience which includes using biological practices, principles, and techniques sufficient to assist in the planning and implementing environmental, recreational and natural resource management activities at a water resources project. Experience in natural resource management related laws, policies, and regulations pertaining to biodiversity, threatened and endangered species, wetland protection, cultural resources and/or an agricultural lease program to utilize such knowledge in the design and execution of natural resource management programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Specialized Experience:

Possess specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

Additional information

  • Management may select at the GS-9 or GS-11 grade level. Full performance level of this position is GS-11.
