Duties

Help

  • Plans, organizes, and directs the activities of Service Contract Section, ensuring that that Service Contract Section complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents Service Contracts with a variety of installation and functional area organizations and attends and participates in staff meetings and conferences conducted by the Base Civil Engineer, representatives of other agencies, higher headquarters, and A-E firms.
  • Develops comprehensive Statements of Work and all Supporting contractual documents for nine service contracts.
  • Develops and prepares drawings, schematic outlines, and estimates used by higher echelons to establish project feasibility and base appropriations, market research, economic analysis, working drawings including elevations, building site plans, scale details and basic material lists.
  • Reviews and revises designs and working drawings prepared by Corps of Engineers, Architect-Engineering (A-.E) firms, and agency personnel for conformity with applicable directives and policies, accepted landscape ,and design standards, and other specific factors, including function, cost, materials, :and equipment.

  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technician Series and Group Coverage Qualification Standard for Technical and Medical Support Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:

  • methods and techniques of engineering or architecture; and
  • construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of technical and general engineering concepts, principles, work techniques, and practices and familiarity with engineering disciplines; experience planning work to be accomplished by subordinates and setting and adjusting priorities; planning and gathering data for management engineering studies; and performing supervisory duties.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Practical knowledge of the methods and techniques of landscape architecture, engineering concepts, and principles. Knowledge of safety and security regulations, practices, and procedures.
  2. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing using tact and diplomacy.
  3. Skill in interpreting and writing technical specifications and quality standards, and an understanding of engineering drawings.
  4. Ability in interpreting, selecting, adapting, and applying many guidelines, precedents, and engineering principles and practices.
  5. Knowledge of quality assurance evaluation programs, standard contracting procedures, practices and procedures as they apply to service contracts.
  6. Ability to prepare long-range estimates for labor requirements and costs of construction and maintenance for current and future service contracts. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
