Help
  • Serve as an Agency expert, providing intellectual leadership for HIV biomedical prevention, including pre-exposure prophylaxis, voluntary medical male circumcision, and condoms.
  • Provide direct technical support to USAID Missions to ensure that HIV biomedical prevention programs are effective, efficient and sustainable. Enhances and coordinates relationships across sectoral and organizational lines.
  • Provide technical leadership, policy, and program guidance to USAID?s Bureaus and Missions. Develops and/or reviews USAID HIV policies, strategies, and programs, and provides technical assistance to improve HIV prevention programs.
  • Advise USAID missions, including serving as a technical backstop, on new technical developments, innovations, and products in HIV biomedical prevention service delivery.
  • Manage grants, cooperative agreements, and contracts designed to implement HIV programs. Coordinates HIV prevention programs with the GH Bureau, Missions, other USG agencies, donors, and implementation partners.
  • Synthesize and disseminate key research findings, methodologies, and best practices for HIV/AIDS to advance USAID programs and development of briefers and recommendations for OHA and Agency leadership for strategies and investments.
  • Supervise Branch staff and provides management and support for staff to carry out assigned job duties related to HIV biomedical prevention service delivery, while ensuring an equitable, inclusive, diverse, and accessible work environment.

Qualifications

Specialized Experience:
GS-14: In addition to the Education requirement, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifying specialized experience at the next lower level for this position MUST include: a) serving as technical lead for HIV biomedical prevention programming in low to middle income countries; and b) implementing, managing, and providing strategic direction and guidance for HIV biomedical prevention programs specifically pre-exposure prophylaxis or voluntary medical male circumcision in low to middle income countries.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
