Duties

Help
  • Serves as the Human Resources Officer for the Human Resource Service Branch, Division of Support Services, Eastern States State Office.
  • Plans and tracks work to be accomplished, sets workload priorities and deadlines, makes assignments based on capability and expertise. Sets work standards and processes and evaluates/reviews performance of employees.
  • Responsible for carrying out the full range of program management operations for the Branch, including program evaluation, program planning and budgeting.
  • Performs supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO, internal management controls, merit system principles, hiring reform, effective performance management, ethics, conduct and discipline.
  • Participates on Bureau wide teams addressing HR issues.
  • Coordinates with other HR Officers and Specialist, shares strategies, tactics, and approaches used to solve HR related issues.
  • Confers with management and leads or participates actively in group planning sessions on significant management plans, workforce planning, and often controversial, complex and sensitive issues.
  • Organize and coordinate HR functions with full delegation of responsibility and authority to meet the operating goals and requirements of the organization. Ensures all programs are run in accordance with merit system principles and DOI/BLM policies.
  • Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance.
  • Responsible for the technical and administrative supervision of a staff of HR Specialists, HR Assistants and support staff who comprise the Human Resources program for the servicing organization.

For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Providing advice and guidance on a wide range of complex or controversial personnel actions and issues. Improving organizational structures and workforce plans. Interpreting a wide range of personnel laws, rules, and regulations to develop and implement federal human resources policies, programs, or initiatives. Leading others in the development and provision of personnel products, training, programs, and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
