Summary

As an Senior General Engineer you will be responsible for the performance of all aspects of professional architectural/engineering duties pertaining to project planning, design, construction, and repair of buildings.

Location of position: Public Buildings Service, Facilities Management & Mountain Plains Service Center Division, Region 8.

As a General Engineer, your duties will include:

  • Responsible for projects and for assuring that all matters conform to requirements of GSA policy, regulations, and standards. Ensure projects are technically correct for both design and construction.
  • Prepare scopes and manage the development of plans specifications and cost estimates for building alterations, repairs, improvements, and new construction. Plan negotiation strategies with assigned organization procurement personnel and conducts negotiations with contractors to develop the contract prices and terms. Participate in the A/E and/or Lessor selection process and in the negotiations for design supervision and post-construction contract award services.
  • Manage leasing, design, construction, and alteration projects involving large and complex special purpose buildings: multi-story, multi-million-dollar, office buildings, building complexes, laboratories or courthouses that involve difficult problems in engineering/architectural design, planning, coordination, code/zoning requirements, site selection, development, and layout, or other architectural/engineering related matters.
  • Represent GSA and the Contracting Officer on A/E, Construction Management, and Construction contracts as the Contracting Officer’s Representative (COR). Prepare technical reports on important and highly complex architectural/engineering matters that influence current and future programs of the region. Prepare statements of work and detailed instructions for guidance to architects and consulting engineers. Review technical reports and evaluate assumptions, formulas, and calculations. Assist in A/E evaluations, selection panels and negotiations.

The GS-13 salary range starts at $98,496 per year and varies by location.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions.

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is applying professional engineering principles, concepts, and practices in the design of construction or alteration projects involving large and complex buildings or major building systems; and the coordination of the activities of architects, engineers, tenants and construction contractors on such projects. Such experience must also include having independently managed projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert knowledge to manage prospectus level projects impacted by multiple competing priorities and requirements and to successfully integrate these requirements to meet the goals outlined for development initiatives. Skill in allocating fiscal, staff, and time resources to produce maximum results.
  • Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting cost, work, and contractor performance.
  • Expert ability to apply financial management and budgeting knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
  • Knowledge of laws, rules and regulations that apply to leasing and development as well as to client organizations to determine potential impact on current and planned projects and to identify strategic objectives and long range plans for development.
