Summary

As a Program Manager, you will direct and manage the activities of project managers within the Design and Construction, Project Delivery Division to ensure that the overall business strategy for projects incorporate the most state of the art and/or innovative business, financial, contractual or technical solutions.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Grand Rapids, MI; Detroit, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; and St. Paul, MN.  If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

This position is located in the PBS, Design and Construction Division, Project Delivery Program.  This division is responsible for providing project management and procurement services for all regional capital construction projects and select BA 53, 54, and 80 projects. 

The selected candidate will serve as a senior technical project management expert and supervisor for the assigned project team. Examples of duties include:

  • Actively assessing, monitoring and mitigating project risks for the most critical regional projects that frequently have unprecedented features, e.g., in terms of financing, unique business stipulations, heightened community concerns or atypical customer needs.
  • Monitoring project management, procurement milestones and progress and financial project data to ensure projects are being accomplished in the most effective and efficient way possible within GSA operating requirements. Analyzing data in relation to performance objectives to identify areas in which project management of individual projects or the overall program can be improved to enhance the accomplishment of performance measures.
  • Serving as a mentor and knowledge expert/resource to all branch and division staff on all aspects of project management, as well as to personnel throughout PBS, providing one on one guidance, informal training or briefings or other information sharing in this program area.
  • Handling the full range of project management responsibilities for assigned projects for designated major PBS new construction (traditional and/or design/build) and/or prospectus level renovation and modernization projects, to be accomplished under various contractual agreements.
  • Exercising full responsibility for the administration and management of projects including the direction and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration, etc.
  • Negotiating and coordinating project plans, objectives, and schedules with top officials of affected client agencies. Informing agency officials of project status and any requirements for additional agency initiated action.
  • Planning and scheduling work and giving assignments to subordinates based on priorities; accepting, amending or rejecting their work.  Evaluating employees overall performance and promoting the accomplishment of a satisfactory amount of quality level of work in a timely manner.  Giving advice, counsel, or instruction to individual employees on both work and administrative matters.  Interviewing applicants for positions and recommending selection for appointment, promotion or reassignment.  Hearing and resolving complaints, and referring the more serious grievances to a higher authority.  Identifying training needs of subordinates and making provisions to satisfy these needs. Finding ways to improve the quality of work to meet performance standards.

The GS-14 salary range starts at $116,393 per year.  Salary is determined by the location for which you are selected. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. 

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience leading a diverse group of people (professional, technical, administrative, and trades) to accomplish project goals and exercise full responsibility for the administration of large construction projects or small complex projects. This includes overseeing and coordinating phased renovation, whole building modernization and/or new construction for large prospectus level projects or small complex projects. Such experience must include performing project planning, construction scheduling, construction logistics, budgeting, estimating, cost analysis and control; providing expert technical advice on the utilization of resource allocation models to develop cost and personnel budgets; application of negotiation techniques to conduct contract negotiations; and application of procurement practices and techniques to perform contract administration and close-out.
