The Office of Supply Chain Management, which is also known as GSA Global Supply, provides supply chain solutions for the global needs of customers by delivering dependable, reliable and timely supplies at best value.

You will be responsible for the following duties, including but not limited to:

  • Serves as a facility or agency expert, and provides technical advice, guidance, and consultation regarding supply and services functions and supply operations to agency personnel.
  • Plans, organizes, and directs the development and issuance of commodity management policies, procedures, and performance goals. Monitors program performance against established goals and directs actions to improve performance when goals are not met. Ensures that policies, objectives, systems, and procedures comply with GSA policies and satisfy the requirements of customer agencies.
  • Respond to requests for assistance, conducts investigations and studies, and prepares standard operating procedures, training plans and tools, flowcharts, reports, quality assurance plans, and/or other documentation to resolve issues or improve processes/procedures. Plans, coordinates and executes plans of action to accomplish special distribution program requirements, implement new business opportunities and support distribution marketing efforts.
  • Monitors agency performance for trends; reviews procedures for possible corrective action. Identifies process improvements and makes decisions to provide efficiencies and improve mission effectiveness.
  • Conducts a variety of complex studies to determine most effective and efficient use of resources to ensure mission accomplishment.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is experience performing customer relationship management for complex commodity management; and performing in-depth analysis of large and/or complex supply operations to evaluate and promote program improvements and develop policies, plans and methods to improve supply operations and resolve supply problems.

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.

  • Skill in applying knowledge of supply management programs, functions, and systems, in order to function as technical authority regarding a broad range of complex supply program relationships, principles, concepts and methodologies relating to supplies, storage/distribution, and inventory management.
  • Knowledge of commodity management/cataloging requirements, methods/procedures and performance goals in order to provide sound recommendations and viable alternatives to policy, methods, or procedures. Skill in interpreting applicable laws, regulations, and procedures and governing policy on order and commodity management/cataloging.
  • Ability to communicate with others in writing or orally, in order to express ideas and facts, and facilitate an open exchange of ideas.
  • Ability to analyze and make decisions to resolve difficult issues and problems in supply processes, work methods, and supply data management operations.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
