Duties

As a Program Analyst (Data) GS-0343-12/13/14, your typical work assignments may include the following under supervision:

  • Oversees the management of data assests and promotes the use of data in decision making for the organization.
  • Identifies and quanitifes data management process improvements to achieve greater effectiveness within the organization.
  • Coordinates and consults with the bureau and IA Information Technology (IT) Leads to improve the IT annual review of the bureau's data infrastructure to reduce barriers that inhibit data asset accessibility.
  • Conducts reviews of current or proposed data and information systems in relation to the needs of the organization.
  • Provides in-depth analysis of program growth rate and trend analysis for all program performance measures to forecast future business needs throughout the organization.
  • Employs a wide range of analytical skills and leverages quantitative and qualitative methodologies.
  • Responds to a multitude of recurring and high priority internal and external information requests, timely and accurately.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes: Provide advice and guidance for improvements on policies and making recommendations. Assist with managing information requirements to operate program or administrative reporting systems. Research and interpret program related Federal regulations, policies, bulletins, directives, Government standards and their relationship to Indian Affairs and/or Bureau of Indian Education programs; Promotes data-related collaboration and represent the Bureau on issues pertaining to data management technology.

GS-13: One (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service that includes: Advise and assist with the development of plans and execute the analysis of both quantitative and qualitative. Provide advice and guidance for program improvements on policies. Analyze management information requirements to operate program or administrative reporting systems. Research and interpret program related Federal regulations, policies, bulletins, directives, Government standards and their relationship to Indian Affairs and/or Bureau of Indian Education programs. Promote data-related collaboration and represent the Bureau on issues pertaining to data management technology.

GS-14: One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service that includes: Provides program oversight planning, developing and coordinating of data management activities. Evaluate, summarize and prepare quantitative/qualitative reports on the performance of data management (i.e. identify risks and operational weaknesses). Lead program improvements on policies. Manage information requirements to operate program or administrative reporting systems. Interpret program/operational improvements related to Federal regulations, policies, bulletins, directives, Government standards and their relationship to Indian Affairs and/or Bureau of Indian Education programs. Promote data-related collaboration and represent the Bureau on issues pertaining to data management technology.

Only experience and education obtained by the closing date of this announcement will be considered.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required.
