JOB SUMMARY: The purpose of this position is to control, oversee, coordinate, and implement the specific functions of Aviation Material Repairable Exchange and Hazardous Material identification, handling and disposal. Serves as the technical advisor /and point of contact for matters related to hazardous materials.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Identifies and handles hazardous materials in storage areas.
  • Responsible to identify, collect, process and consolidate hazardous waste in preparation for disposal.
  • Performs a full range of warehousing activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized bulk and bin materials and equipment.
  • Assists with the development of facility regulations, and operating instructions that
    relate to hazardous materials management and HAZMAT safety procedures.
  • Assist with the accomplishment of normal supply transactions i.e., requisitions, receives, stores, issues and accounts for a wide variety of supplies and equipment.

WORKING CONDITIONS: Works inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Incumbent is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock. May be exposed to dust, dirt, grease, solvents, and high noise levels. Incumbent may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. May work in inclement weather in open areas such as docks or outside storage. Work may require wearing protective clothing and equipment such as hard hats, safety shoes, rubber gloves, goggles, face shields, facemasks, and rubber aprons, etc.

PHYSICAL EFFORT: Incumbent is often required to stand on hard surfaces for extended periods of time, to bend, stoop, and work in tiring and sometimes uncomfortable positions. May lift and carry items that weigh up to 40 pounds. Heavier items are moved with weight handling equipment or with assistance from other workers.

  • Federal employment suitability as determined by a background investigation.
  • Must meet Compatible Military Assignment within one year from placement.

  • Must be able to obtain and maintain a secret security clearance.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:

  • Experience or training identifying and sorting a variety of complex materials and equipment.
  • Experience receiving materials and equipment, recording, and placing items in proper storage areas.
  • Experience preparing all items for shipment using appropriate agency instructions.
  • Experience in mathematical equations.
  • Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals.
  • Experience using and operating forklifts and motor vehicles.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials that can only be gained through formal course study and on-the-job training to ensure adherence to governing regulatory guidance, policies and procedures.
  • Knowledge of Federal, State, DoD, OSHA and EPA rules/regulations sufficient to control, oversee, coordinate and implement the facility Hazardous Materials Management Program.
  • Knowledge of warehouse activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized equipment and supplies.
  • Knowledge of the overall facility supply, storage, distribution and inventory plan, including supply documentation requirements.
  • Knowledge of inventory and production reports to screen and identify shipping and receiving documents for discrepancies, and direct shipments to shipping or storage areas.
  • Knowledge of computer commands and controls to make data entries, update data and retrieve reports.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

No substitution of education for specialized experience.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
