Summary

Help

As a Supervisory Emergency Management Specialist you'll be performing the following duties:

  • Implements national policies, practices and directives affecting national/regional crisis management and continuity of operations programs, emergency/ disaster response policy and all-hazards plans. Ensures policy and plans are properly coordinated and implemented in relation to GSA’s mission and associated functional roles and responsibilities in support of (including but not limited to): the National Response Framework (NRF); Continuity of Operations (COOP); and other contingency and emergency/disaster management support missions.

  • Coordinates and implements national strategies and standards, related to emergency management, continuity of government, security (personnel, physical, cyber, and communications).

  • Plans work to be accomplished by subordinates; sets and adjusts short-term priorities; implements quality control measures to ensure employees produce quality products in timely manner;  evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees; identifies developmental and training needs of employees, and ensures the maintenance of safe working condition for subordinates.
  • Develops, drafts, reviews and completes presentations, documents, etc. related to regional and national security, emergency management and continuity programs. Analyzes the technical functions and responsibilities assigned to subordinate associates and determines how best to use each associates knowledge, skills and technical expertise to optimize and support the work of OMA. Manages allocation of Division resources; tracks and forecasts resource utilization and develops supporting program data and business case rationale to justify staffing and budget requests.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to the location determine upon selection.

If selected, you must meet the following conditions:

  • Serve a one year supervisory or managerial probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-15 salary range starts at $136,908 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.  Specialized experience is experience directly related to emergency management and physical security activities which includes performing analytical, evaluative and operational readiness response work in support of program activities and directing the work of emergency management personnel in the execution of disaster support procedures and national response activities that involve federal, state, and/or local agencies. Physical security experience must include providing input/recommendations relating to internal and external programs and policy issues, resources, policy formulation and long range planning; participating in and/or leading discipline related projects; and reporting on program data and performance.

  • Knowledge of policies, security directives, and other regulatory materials regarding such concerns as operational risk management, critical communications, and the principles of systems resiliency.
  • Skills in qualitative and quantitative techniques to analyze the effectiveness and efficiency of programs.
  • Knowledge of supervisory and management principles and practices for planning, organizing, executing, monitoring and evaluating people, performance and program requirements.
  • Skill in communicating with senior officials, staff and employees orally and in writing.
