This National Guard position is for a HR ASST (Title 5), Position Description Number T5093000 and is part of the CT HRO ARNG, National Guard.
JOB SUMMARY: The primary purpose of the position is to provide limited technical assistance to Human Resources Specialists within the office and to managers, supervisors, and technicians of the serviced organization for a wide range of human resources matters. Performs work in two or more of the following human resource specialties. May accomplish work through the use of an automated system.
The major duties include, but are not limited to:
Processes a wide range of human resources transactions related to the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS); these duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on T5, T32, AGR, M-Day and retired military personnel and their families.
Serves as Site Security Manager (SSM) - Performs all roles of the Verifying Official (VO) and manages users, security, cardstock, and consumables; verifies data, enters data, and issues CACs and ID cards; also performs RAPIDS security overrides for documents and fingerprint support; trains, coaches, and corrects the work of other Verifying Officials.
Ensures that uniformed service members, their family members, and other eligible beneficiaries receive DoD benefits to which they are entitled; serves on the front lines of defending national security interests and plays an important role in keeping our country safe; as a gatekeeper, the incumbent issues credentials in the form of ID cards that allow access to government facilities, information systems, and privileges throughout the world.
Protects the privacy and confidentiality of data on the RAPIDS terminal; verifies the identity of card recipients before entering applicant data in RAPIDS; completes annual RAPIDS certification training; views and scans legal documents prior to entry into DEERS or issuing ID cards; enters DoD sponsor and family member information; suspends or grants an individual's commissary, exchange, or MWR privileges as necessary; uses RAPIDS workstation to issue CACs and request certificates, and loads them onto the CAC prior to issuing. Updates CACs as necessary to reflect changes in personnel category; generates DD Form 1172, Application for Uniformed Services Identification Card/DoD Common Access Card and DEERS Enrollment.
Manages users, order, secure, and account for cardstock and consumables, using the automated card management system; ensures physical site security and proper disposal of voided/expired ID cards and CACs; troubleshoots user-level workstation/systems problems, and contacts the User Help Desk as necessary; manages all schedules for appointments, following up with professional customer service; monitors the site voicemail box and returns calls promptly; keeps supervisor and management aware of any customer service, supply, or software/hardware issues.
Performs other duties as assigned; may assist other Human Resources disciplines within the Human Resources Office.
Males born after 31 December 1959 must be registered for Selective Service.

The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a secret security clearance.

Qualifications
GENERAL EXPERIENCE: Experience demonstrating progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 Year of specialized experience in the following:
Experience equivalent to at least next lower grade level demonstrating competence that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of a wide range of recruitment and placement regulations, policies and procedures including the local merit placement plan, and an understanding of numerous GS and WG occupational qualification requirements to develop vacancy announcements and to analyze and evaluate individuals' basic eligibility for a variety of clerical, and lower graded technical, administrative, wage positions.
Knowledge of position classification rules, regulations, and procedures to provide classification assistance on a variety of clerical, technical, and wage positions, which have standard career patterns, using standards that clearly apply or that are used for cross-series comparison.
Knowledge of employee relations principles and practices and counseling techniques required to perform recurring types of technical work which contribute to morale, motivation or discipline of employees (to include the incentive awards program), and to resolve minor conflicts or problems with employees, supervisors, union officials.
Knowledge of employee development principles to present established course materials such as those covering administrative-related matters, to recommend changes in course curricula, updating course materials.
Knowledge of regulations covering Federal employee benefits.
Skill in the use of an automated personnel system.
