Duties

Help
  • As a Civil Works Program Analyst, serves as the responsible official and appropriation manager for all assigned accounts, sponsor cost share funds, and programs (Investigations, Construction, Operation and Maintenance, Regulatory, CAP, etc.).
  • Review and analyzes Civil Works program funds (planning, engineering, construction, operations and maintenance, regulatory, emergency management) and tracks obligations and expenditures against established schedules and budgetary objectives.
  • Establishe and implement procedures for monitoring the execution of Civil funds. Requests and justifies reprogramming if needed. Performs coordinated review of undelivered orders to identify funds that could be reprioritized.
  • Manage a work order system with Civil Works Project Managers and technical organizations. Collects, stores, and manages all financial documents pertaining to the funding requirements and responsibilities for the Civil Works program.
  • Coordinate through Project Managers and local sponsors to ensure timely receipt of non-federal funds. Oversees the cost-share record and ensures that account balances are maintained and that adequate withdrawals are made.
  • Oversee preparation of all data and information for Testifying officers in support of project budgetary requests or issues to clarify, discuss, and defend programs to satisfy Office of Management and Budget and HQUSACE criteria.
  • Formulate interpretations of policy instructions relating to the annual budget, work plan, and supplemental submissions and proposals
  • Responsible for assisting Project Managers in the budgeting, programming, forecasting, formulation and execution of Civil Works projects using Primavera (P2), CWIFD, CWAS, CEFMS, or other systems required for project management and control.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Serves as financial and appropriation advisor to Program and Project Managers and assists with Civil Works programming and budgeting, development of study and project cost estimates, acceptance and processing of Financial Authorization Documents (FAD), CW Work Allowances, repositioned funds, direct funds, non-federal funds, re-programming actions, commitments, obligations, expenditures, accruals, receiving reports, billings, audits, and project close-outs to ensure consistency and compliance with fiscal law, financial and appropriation policies, strategies, regulations and guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
