As a Supervisory Human Resources Specialist, you will be responsible for duties to include, but are not limited to: Supervises a team of four to six HR Specialists and two to four Personal Services Contractors
to perform recruitment, staffing, and workforce planning.
Plans, assigns, and guides work to be accomplished by subordinates and colleagues, sets and adjusts short-term priorities and prepares schedules for completion of work.
Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Develops performance standards and evaluates work performance of subordinates.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Affects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
Identifies developmental and training needs of employees, providing or arranging for
needed development and training.
Administers attendance, timekeeping, and leave.
Finds ways to eliminate or reduce significant bottlenecks and barriers to production,
promotes team building, improves business practices, improves production, and increases the quality of the work directed.

Performs status reporting and quality control for all recruitment and staffing operations:
Performs final quality check of announcements before release, including approving job analyses.
Prepares reports related to the status of recruitment for all vacancies. Maintains the SF-52 app for accuracy.
Reviews and approves certificates before they are issued.
Reviews and approves final Case Closeout Checklists, ensuring that all USA Staffing casefiles are completed and eOPF is completed.
Provides technical advice and oversight to specialists, managers, and administrative staff throughout the agency.
Meets with Service Chiefs and Division Directors to provide recruitment statuses.
Develops and/or updates all Operations related policy and SOP's.
Reviews superior qualifications memos for completeness and compliance; sends to HR Director for signature.
Ensure all certificates issued are returned and that selections are valid and conform to OPM rules and regulations.
Reviews non-US citizen justification for completeness and compliance and sends them to HR Director for signature.

Qualifications
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
Specialized Experience equivalent to the next lower grade level GS-13 in the federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: Candidates must possess knowledge in Federal Human Resources recruitment and placement to include Delegated Examining and classification. Examples of this type of experience include all of the following:
Experience developing/implementing human resources policies.
Experience providing substantive input to the strategic planning of human capital resources for an organization.
Experience leading or supervising a diverse team of human resources professionals and being able to provide expert HR advice and exhibit strong leadership skills.
Experience researching, interpreting and ensuring compliance with a wide range of human resources management concepts laws, regulations, policies, practices, precedents, and analytical and diagnostic methods relative to staffing and classification and
Experience applying qualitative and/or quantitative analysis techniques, sufficient to identify and resolve a wide range of complex, interrelated human resources management problems and issues.
Supervisory Abilities: This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position. Time in Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
