Duties

Help
  • Develops, coordinates, and manages cost engineering policy and guidance publications
  • Participates with the HQUSACE cost engineering team, DoD agencies, the Secretary of Defense, Asst Secretary of the Army for Civil Works, and other national-level Federal government offices in the development of construction cost engineering policy
  • As assigned by the Cost CoP Leader, incumbent manages and provides stewardship for national cost engineering programs and data sets.
  • Ensures funding of cost engineering fee for service programs such as Tri-Service Automated Cost Engineering Systems (TRACES)
  • As assigned by Cost CoP Leader, coordinates the development and implementation of cost engineering software applications and databases.
  • Provides oversight for the maintenance and support of cost engineering Automated Information Systems, that is, cost engineering databases and software applications used to develop estimates for MILCON, HTRW, EO, IIS, and CW projects.
  • Serves as the proponent for cost engineering training.
  • Participates in the Cost Engineer of the Year Award.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET security clearance.
  • This position requires a Professional Engineer License, Architect License, or Tri-Service Certified Cost Consultant/Engineer within first 12 months of employment.
  • Position may be filled as a temporary promotion or a temporary reassignment NTE 3 years by a current permanent Army employee.
  • Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
  • Position may be filled as a term appointment NTE 3 years, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Provide professional, construction, architectural and engineering methods, theories, techniques to carry out the development of work plans and budgets; Coordinate with cost engineering personnel and engineering personnel involved in construction, operations and maintenance to assist with mission execution and the review of cost engineering products; Obtain data to provide relevant information to update automated systems and databases for the management of cost engineering activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education
