Duties

Help
  • Responsible for planning, development, and execution of the Administrative Management program.
  • Provides management advice in budget, human resources, workforce planning, purchasing, property management, space utilization management, GIS support, equipment and vehicle use and maintenance, data processing, and support services.
  • Reviews, adapts, and makes recommendations on administrative policy and practices for short and long range goals, and objectives.
  • Provides authoritative direction in the interpretation and application of administrative policy, procedures, and regulations.
  • Analyzes findings and writes various reports for all administrative functions.
  • Proposes new or modified work methods, organizational structure, records and files, management processes, staffing patterns, and the use of automated work processes.
  • Monitors all expenditure requests during the fiscal year to assure that all programmed items are progressing to meet scheduled projections and takes appropriate action to adjust funds in accordance with budgeting guidelines.

To Qualify for the GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: provide guidance to management on administrative programs; provide administrative support in human resources, budget, and other support services; and analyzing and developing recommendations on administrative issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

Telework: Due to COVID-19, the Montana Dakotas Bureau of Land Management is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement in accordance with the Department's reentry procedures provided by your Servicing Human Resources Office. At that time, you may be eligible to request to continue to telework one or more days per pay period depending upon the terms of the Department of the Interior's telework policy.

  • Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
