Duties

Help
  • Develops wildland fire training courses and related products in support of national interagency wildland fire management objectives.
  • Monitors and ensures quality control and continuity of training products developed by contractors, ensuring they meet NWCG specifications and can be implemented in the wildland fire system.
  • Plans, schedules, coordinates, and provides leadership to interagency workshops, task forces, committees, subject matter experts, contractors, and others involved in NWCG training development.
  • Establishes and implements standardized processes to determine the type, amount, and sequence of training and training products necessary to transmit established performance standards.
  • Prepares and delivers formal presentations to NWCG committees and subgroups, line officers, fire managers, training administrators, and others on all aspects of the training development efforts.
  • Notifies NWCG leadership of any potential issues related to subject matter experts and contractor efforts
  • Manages database of subject matter experts as they engage in support of NWCG training efforts.
  • Manages inventory of NWCG Incident Position Standards as they are developed, ensuring consistency in style and content.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

  • SPF #1: 90 days of Prior on-the-line Wildland Firefighting Experience Requirement: The Department of the Interior (DOI) defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fire line in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types:
    1. Wildfires - Unplanned ignitions or prescribed fires that are declared wildfires; and
    2. Prescribed Fires - Planned ignitions. This description includes only fireline experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
    • This experience must be documented with specific dates (MM/YYYY-MM/YYYY) in your resume; failure to document may result is loss of consideration.
Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

Specialized Experience (GS-09): To qualify for the GS-09 grade level, 1 year of specialized experience equivalent to GS-07 is required. Examples of work experience include, but are not limited to:
  • Assisted with developing, instructing and coordinating training.
  • Assisted with guidance and standards in facilitating discussions in the development and dissemination of a training curriculum.
  • Managed a portion of a project as a member of a team.
-OR- master's or equivalent degree or two full years (36 semester hours) of graduate level education leading to such a degree
-OR-an equivalent combination of specialized experience and education.

Specialized Experience (GS-11): To qualify for the GS-11 grade level, 1 year of specialized experience equivalent to GS-09 is required. Examples of work experience include, but are not limited to:
  • Assisted, instructed and coordinated adult education training.
  • Facilitated or participated in discussions and provided recommendations on issues with training guidance and standards for the development and dissemination of a training curriculum.
  • Participated with a team in managing a project and solved problems in a professional, constructive, and effective manner.
-OR- Ph.D. or equivalent doctoral degree or three full years (54 semester hours) of progressively higher level graduate education leading to such a degree
-OR- an equivalent combination of specialized experience and education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Proof of Education:
All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

This announcement will fill up to four vacancies. Three positions are Training Specialists who will serve as project leads for NWCG's Incident Performance and Training Modernization effort and one position is a Program Specialist who will assist in the management of incident position standards and coordinate subject matter expertise engagement for NWCG's Incident Performance and Training Modernization effort.
