Duties

Help

As a Supervisory Program And Management Analyst at the NH-0343-4 some of your typical work assignments may include:

  • In support of the ASD(NCB), serves as Staff Director for the Department of Defense (DOD) Biodefense Council, an Under Secretary-level governance body to governs, coordinates, and integrates Department-wide biodefense activities.
  • In support of the DASD(CBD) and through the CBD Principal Director, manages the Chemical and Biological Defense Program (CBDP) Governance, and an Under Secretary-level governance body to govern, coordinate, and integrate CBDP activities.
  • Provides governance secretariat support for the Biodefense Council, Chemical and Biological Defense Governance Bodies, and other senior decision forums, as directed. Develops and maintains work plans to best support the governance bodies and leverages a best practices model to support the ASD(NCB) and DASD(CBD).
  • Supervises the secretariat personnel; manages, coordinates, organizes and prepares for the council meetings, activities and initiatives; prepares, staffs and tracks the read-ahead and summary of conclusions and actions/tasks; establish protocols and standard operating procedures; oversees review and QA/QC of products; and ensures coordination with and linkage between the Biodefense Council and related Chemical and Biological Defense Governance bodies.
  • Leads, directs, and / or oversees cross-organizational or cross-functional working groups, teams, or other integrated groups, often in a federated environment in managing support actions.
  • Prepares and / or supports briefings on the management and governance arrangements and processes of the DoD to officials with the senior levels of the Department, as required. Employs tact and diplomacy in addressing sensitive and controversial subjects and ensures that responses reflect positions outlined in directives and charters for the Biodefense Council and CBDP governance bodies.
  • Facilitates discussions leading to decision making on major issues, conducts follow-up fact finding and analyses, when necessary, and implements recommendations with appropriate office(s) of primary responsibility.
  • Manages a dedicated knowledge management platform in support of Biodefense Council and CBDP Governance for enhancing DoD-wide transparency and alignment, while protecting / documenting access, enhances senior leader oversight of major issues, captures key metrics, and manages the institutional records archive.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service:

  • Leading, guiding, and/or mentoring a workforce in dealing with complex problems to resolve broad organizational issues.
  • Formulating objective and priorities and implementing plans consistent with the organization's long-term interest in a global environment, capitalizing on opportunities and managing risks.
  • Preparing, reviewing, and/or approving major reports or policies for internal and/or external distribution and developing communication strategies and plans for Executive branch policy and legislative initiatives.
  • Applying knowledge of planning, programming, budget and execution process and requirements determination methods such as Program Objective Memorandum, Five Year Defense Plan, Defense Guidance, or Joint Strategic Planning Systems and related defense acquisition processes in support of a chemical and biological portfolio.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.



Additional information

This position requires a Program Manager - Practitioner - Level 2 Acquisition Certification. The incumbent has 60 months to achieve this certification. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

This is a supervisory position and the incumbent is expected to assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
