Summary

The incumbent serves as the Deputy Director of ONRR in the Senior Executive Service overseeing several administrative and support functions (Strategic Resource Management, Information and Data Management, Information and Digital Services, and the Chief of Staff Office), and will perform other duties associated with programs across ONRR, to include but not limited to, Revenue, Reporting, and Compliance Management; Regulations, Enforcement, Guidance, and Appeals; and Audit Management.

Duties

Help
  • Directs the development, management, coordination, and operations of assigned areas of the ONRR organization.
  • Assists the Director with all aspects and oversight of approximately 600 employees in multiple locations (Washington, DC; Lakewood, CO; Houston, TX; Dallas, TX; Oklahoma City, OK; Tulsa, OK; and Farmington, NM).
  • Through subordinate managers, the incumbent directs the work of professional and administrative support personnel.
  • Directs and oversees policy formulation for accounting, auditing, royalty-related matters, and management support for ONRR.
  • Manages all employee related matters, such as Equal Employment Opportunity (EEO) complaints, employee grievances, Alternative Dispute Resolution processes, settlement agreements, and any other employee third party complaints.
  • Serves as the Department's advocate for ONRR's strategic goals, objectives, and priorities and oversees the continuous improvement of internal processes and procedures.
  • Represents the ONRR and Office of the Secretary (OS) when interfacing and coordinating with other programs, bureaus, government agencies, and with industry groups to ensure the program responsibilities and commitments are fulfilled.
  • Responsible for the maintenance of accounting records for all revenue resulting from billings and collections of rentals and royalties from oil, gas, and other minerals, and for the billing and collection of assessed penalties.
  • Coordinates and facilitates development, collection, compilation, verification, documentation, and reporting of the Government Performance and Results Act (GPRA) and other program performance measures to DOI and ONRR executives and managers.
  • Assists with policy for the Internal Review, Oversight and Compliance program that is responsible for overseeing and coordinating ONRR's internal control program.
  • Assists with policy for the Revenue, Reporting and Compliance Management business processes to ensure timely collection and disbursement of Federal and Indian mineral lease revenues to proper recipients.
  • Assists with policy for the Regulations, Enforcement, Guidance, and Appeals business processes.
  • Assists with policy for the Audit Management complex business processes, including the accountability and accuracy of revenues from Federal and Indian natural resources and other energy sources.
  • Provides operational guidance and support to the ONRR Public and Congressional Affairs Officer on national media, press releases, magazine and scientific journals, television and radio programs, and responses to news media and public inquiries.

To meet the minimum qualifications, applicant must possess the following mandatory Executive Core and Technical Qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of an office or program manager. An individual's total experience, education and volunteer work experience must demonstrate the expertise to perform the duties of the position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

- Directing the work of an organizational unit;
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
- Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

Mandatory Technical Qualifications:

3. Knowledge of business processes and systems used in the management and fiscal accountability of the Nation's royalty and natural resources assets, including Indian fiduciary trust principles and responsibilities.

Telework Suitability:

The Office of Natural Resources Revenue has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisory approval, and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one year SES probationary period, if one has not previously been completed.

Salary: Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $ 183,500. Pay is set based on consideration of the selectee's current salary and other factors.

Veterans preference does not apply to the Senior Executive Service (SES).

The Department of the Interior's Executive Resources Board (ERB) will review results and make recommendations on final selection to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB after selection and before appointment can occur.
