Help

As a Director of Human Resources, you will be responsible for duties to include, but are not limited to:

Oversees the formulation and development of Human Resources strategies, plans, policies, programs and services to implement the Agency's Human Resource Management Program and Human Capital strategies and plans to achieve its Human Capital goals.

  • Directs the implementation of these strategies, policies and programs by the Office of Human Resources and its provision personnel services, including services, guidance and advice in the areas of recruitment, examination, classification, compensation, workforce information, personnel transactions, visas, employee benefits, work schedules, performance management, awards, employee counseling and assistance, employee relations, labor relations, and employee development.
  • Works with customers to define and meet expectations and coordinates Office-related planning and operations with other organizations within and outside the Agency.
  • Oversees the evaluation of the effectiveness of these Human Resources strategies, plans, policies, programs and services and directs appropriate adjustments to ensure the Agency's goals and the related needs of managers, employees and other customers are met in an effective, timely and efficient manner.
  • Advises the Executive Director of the Board of Governors, the Director, International Broadcasting Bureau, Associate Director for Management and other senior Agency officials on Human Resources strategic, policy and operational issues.
  • Acts as liaison and representative for the Agency with the Office of Personnel Management and other agencies and organizations on personnel matters.
Manages the staff of the Office of Human Resources through subordinate supervisors:
  • Sets long range goals and objectives, determines program emphasis; plans for long range staffing and program requirements; and implements actions to reach goals and objectives.
  • Reviews and approves work plan and schedules, sets priorities, and makes decisions on work problems presented by subordinate supervisors.
  • Establishes performance standards for subordinate supervisors and other direct reporting staff; appraises the performance for direct reporting staff; serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors; and assures reasonable equity of performance standards and rating techniques developed by subordinate supervisors.
  • Manages the Office's financial and material resources and contracts and develops and maintains associated internal controls to ensure their proper and efficient use.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as experience in a minimum of four areas of Human Resource Management as listed below:

  • Position Classification and Position Management
  • Staffing and Recruitment
  • Senior Executive Service, including staffing, performance management, and executive development
  • HR Policy, including implementation of government-wide initiatives
  • Employee Relations
  • Labor Relations
  • Performance Management
  • HR Information Systems
  • Retirement systems and federal employee benefits programs
Specialized experience must also demonstrate that you were responsible for the following:
  • Expert knowledge of the principles, statutes, regulations and practices in the field of Human Resource Management within the Federal Government, including expertise in recruitment & staffing, compensation, benefits, performance management, labor relations and more;
  • Extensive knowledge of management principles and practices in order to manage employee benefits, performance management, awards, employee counseling and assistance, employee relations, labor relations, and employee development;
  • Ability to assess and evaluate the effectiveness of these policies and programs and the services involved and to make appropriate adjustments;
  • Skill managing a staff of subordinate supervisors, ensuring staff members have the direction, guidance, authority, training, tools, facilities, resources, opportunities, and feedback needed to perform effectively and grow professionally, consistent with EEO and Merit System principles and administrative requirements; and
  • Excellent oral, written, and cross-cultural communication skills in order to brief senior level officials throughout the USAGM and other Federal Agencies.
