Duties

Help
  • Provides consultation and direction on the survey methodologies and instrumentation of other data collection tools for research and program evaluation studies.
  • Serves as an expert consultant responsible for the independent analysis, development, and interpretation of valid statistical findings.
  • Provides statistical support to the staff. Provides consultation and assistance to users in writing queries to statistically validate database fields and identify statistical outliers
  • Directs, participates in, or reviews special studies involving new statistical products and services or the development of new and improved statistical methods.
  • Support, plans, designs, and conducts education research and program evaluation that require statistical analyses of education data.
  • Designs and executes complex queries to perform database inquiries and execute statistical validation in response to congressional inquiries in relation to existing and new databases.
  • Prepares briefings, reports, summaries, and responses to requests for information and other substantive documents for stakeholders and management.
  • Develops policies and standard operating procedures for data cleaning, management, and reporting.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement A. Degree:
Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

B. Combination of Education and Experience:
Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience for GS 13: One year of specialized experience which includes Responsible for the independent analysis, development, and interpretation of valid statistical findings; Determines appropriate statistical procedures for analysis of data and accomplishes its implementation; Interprets the data based on statistical significance and effect sizes; Solves statistical and data problems encountered in research and data management situations; Communicates results of data analyses and study findings to a variety of internal and external audiences through the use of the most appropriate and up-to-date data presentation and visualization methods.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
