THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a WG-4102-09 PAINTER (TITLE 32), Position Description Number D2127000 in SPMD 6021 and is part of the MO Combined Support Maintenance Shop.

APPOINTMENT FACTORS: This position is a Temporary Promotion NTE one year in the Excepted Service. This is a bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

WHO MAY APPLY: All qualified permanent and indefinite Title 32 National Guard employees who are currently employed at the Combined Support Maintenance Shop (CSMS) in Jefferson City, Missouri.

Duties

Help
  • Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles.
  • Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover.
  • Uses measuring equipment (i.e., Zhan cup) to achieve the proper viscosity and thickness for applying the coatings.
  • Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac.
  • Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings.
  • Completes records for paint usage and paint waste as per environmental regulations.
  • Performs other duties as assigned.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Pre-placement or baseline physical are required for newly hired or appointed Wage Grade personnel who may be potentially exposed to health hazards in the work environment.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Management retains the right to terminate this temporary promotion action OR convert this position to permanent status without further competition.

Qualifications

MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.

Maximum Military Grade - CSM (E-9)

Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).

GENERAL EXPERIENCE: Must possess experience, education or training which demonstrates knowledge of surface preparation (removal of rust, dirt, paint, etc.); coating methods (brushing, rolling and spraying). Experience using coating materials (paints, varnishes, shellacs, etc.). Must have the ability to use tools and equipment associated with the painting trade and to read and interpret directions.

WG-09 SPECIALIZED EXPERIENCE: Must possess 18 months of specialized experience which demonstrates knowledge of standard surface preparation and coating methods and techniques; skill in building up, shaping and leveling surfaces with metal and synthetic resins, plastics and practicing compounds. This experience must also include the ability to obtain finely smoothed surfaces with abrasive compounds, pumice and rottenstone; even out dents and scars by burning-in processes and treat surfaces with pre-coating agents.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
