The primary purpose of this position, INFORMATION TECHNOLOGY SPECIALIST (APPLICATIONS SOFTWARE), GS-2210-12 is to serve as a senior Information Technology (IT) Specialist for MADP (Plant Management Branch) with responsibility for designing, writing, testing, debugging, and maintaining complex applications software that meets functional requirements within MADP.

Duties

Help

  • Perform analysis of complex user requirements and design programs to support them.
  • Serve as a team leader in applications programming/analysis projects.
  • Troubleshoot and resolve complex application problems.
  • Manage acquisition of IT assets and prepare supporting software system documentation.
  • Devise testing routines that will ensure that even the most complex problems are resolved prior to delivering and installing the software.

  • PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
  • This position includes information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A wavier of this six month requirement may be granted per DoD 8570.01-Mm C3.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of the additional duty to another employee within the organization.
  • Work is primarily sedentary, although there may be some carrying of books, printouts, manuals, files, and equipment. The work does not require any special physical effort.
  • Work is performed in a typical office setting with adequate lighting, heating, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, the Individual Occupational Requirements (IOR) for the GS-2210, Information Technology (IT) Management Series (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: attention to detail (is thorough when performing work and conscientious about attending to detail); customer service (works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services); oral communication (expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately); and problem solving (identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In-depth knowledge of software design principles methods and approaches.
  2. Knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing.
  3. In-depth knowledge of IT applications software concepts, principles, methods, and practices.
  4. Knowledge of software programming languages such as COBOL, VISUAL BASIC, C, C++, Ada, JAVA, FORTRAN and PASCAL.
  5. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
