This is a targeted position with a full performance level of an IT Specialist (SYSANALYSIS) GS-2210-12. Position can be filled at any grade level for which applicant is found to be qualified.

Incumbent works closely with supervisor in performing duties at full performance of the targeted position. When the supervisor determines the full proficiency has been acquired, and time in grade has been met, the candidate may be promoted without further competition.

  • Serves as an IT Service Management (ITSM) Change Manager accountable for managing IT service(s) within their designated service area(s) throughout each service's lifecycle.
  • Plans, organizes, coordinates, and manages acquisition of information technology (IT) assets.
  • Serves as IT requirements advisor.
  • Performs as a technical advisor to functional users.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management Series (Alternative A), 2210.

SPECIALIZED EXPERIENCE GS-09: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-07 (or equivalent in other pay systems) which includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; and Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

SPECIALIZED EXPERIENCE GS-11: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of a wide range of principles, concepts, and practices of Information Technology System Analysis sufficient to perform difficult and complex work assignments; knowledge of quantitative and qualitative analysis and investigative techniques in order to synthesize data, evaluate significant factors, and recommend ways to improve the effectiveness and efficiency of work operations; and Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization and occupation sufficient to plan, schedule, and conduct analyses and occupational projects.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

SPECIALIZED EXPERIENCE GS-12: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes knowledge of a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software sufficient to develop and interpret policies; provide expert technical advice; apply new developments to previously unstoppable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs; Mastery and skill in applying systems analysis principles and techniques; process engineering concepts; and new IT technologies sufficient to review the impact of new systems design policies on the systems design process; recommend most beneficial implementation approaches; and lead implementation activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-9/11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of basic principles of the classified titled or related field.
  2. Skill in communicating factual and procedural information clearly, orally and in writing.
  3. Ability to learn basic techniques of the classified title.
  4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  5. Ability to plan and organize work, and consult effectively with co-workers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) GS-12: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
  2. Knowledge of IT service catalogues, customers' business processes and operations to anticipate and refine functional requirements.
  3. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
  4. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
  5. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
  6. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
