Duties

Help

As a IT PROGRAM MANAGER, GS-2210-14 DE, you will perform the following duties:

  • Serve as a subject matter expert for business and strategic planning by providing expert advisory service to senior management in carrying out reviews and assessment projects.
  • Setting priorities and goals for team members and contractors.
  • Assisting with CDO in developing data management and data privacy policies.
  • Overseeing all phases of data support systems development projects, from identification of requirements and development of technical specifications to implementation, evaluation and maintenance of completed systems.
  • Planning and conducting analyses of NSF system requirements and business operations to access data needs.
  • Advise management and NSF officials on formulation, coordination, and execution activities involved in building and maintaining sound data management, governance, and policy.
  • Design and oversee data-gathering efforts, comprehensive data studies, and initiatives to implement information solutions.
  • Advises agency management on developments in technology related to data analysis and reporting. This requires planning, designing, and directing studies to develop recommendations for the future direction of the CDO as well as agency-wide data capabilities.
  • Serve as an expert and project manager on data design and implementation and provides guidance and technical advice to staff as well as NSF management and leadership on foundational data issues,
  • Represent the CDO and/or the agency in meetings with NSF staff as well as representatives from organizations external to NSF.
  • Work with stakeholders to identify key metrics for program performance and determines alternative methods for meeting established requirements.
  • Recommend new approaches and ways for improving and enhancing collecting, analyzing, and reviewing data.

Qualifications

Applicants must possess both the Specialized Experience and must meet the Selective Factor in order to be Qualified.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the federal service leading a data management program for an organization. Qualified applicants will have experience performing and providing advice on data management, to include developing governance, policies, and procedures to ensure data quality and security; and will have experience performing and overseeing data related projects.

In addition to meeting the specialized experience above, qualified applicants must meet the following selective factor.

I have expertise establishing and/or implementing organizational governance for Data Security and Artificial Intelligence (AI) in accordance with the Privacy Act of 1974. Your resume must reflect specific examples of this experience.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire and additional assessments, you will be assigned a score.
