Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Forester, GS-0460-09/11 position for the U.S Army Corps of Engineers, Real Estate Division Management and Disposal Branch, Fort Worth District.
Conduct field inspections and administers harvest operations to ensure all terms of the contract are fulfilled.
Ensure timber harvesting activities comply with the mandatory best management practices.
Confer with the Southwestern Division (SWD) Forester, Post/Project Forester, Facilities Engineer, Range Officers and other agency representatives in developing and projecting long term range plans and formulating contract terms and conditions.
Reconcile problems between the installation, project, and logging operations to include but are not limited to range activities, seasonal problems, military mission and other contractual requirements.
Recommend appropriate forestry practices, adequacy of inspections, timber appraisals, volume estimates, surveys, inventories, contract compliance, reports and records maintenance.
Perform compliance inspections, encroachment and trespass investigations and related correspondence for out-granted Government real property.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Must be able to obtain and maintain a valid state drivers license.
Use of protective clothing and equipment in the forest area is required.
Must submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications

Basic Requirement for Forester:
A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results .Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment .Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.

B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for the GS-09 : One year of specialized experience in the which includes: 1) sharing forest management responsibilities such as timber harvesting activities with other foresters, biologists, or natural resource specialists; OR 2) Experience in timber sales, salvage timber disposal and contract cutting of timber and reforestation projects.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Specialized Experience for the GS-11 which includes: planning and implementing forestland management actions; utilizing forest resources and environmental compliance to develop, review, implement, and resolve problems on conservation programs such as reconciles problems between an installation, project, and logging operations.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
