This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Biological Science Technician (Wildlife) responsible for managing technical aspects of the wildlife & forest management programs within the Environmental Stewardship Program. Implements current practices and procedures and adapts new ones to enhance Wildlife programs.

Duties

Help
  • Conducts activities such as tree and native vegetation plantings; prescribed burning for habitat improvement; timber stand improvement projects to benefit wildlife that include hand tool and chainsaw operation in floodplain areas.
  • Performs invasive species control and management as a licensed pesticide applicator; manages water levels within Riverland Migratory Bird Sanctuary (RMBS); conducts waterfowl counts and grassland avian surveys.
  • Performs moist soil and prairie management activities' and assists forester with forest inventory and data collection.
  • Manages maintenance program for Environmental Stewardship equipment (including boats, tractor, UTVs, ATV, and pumps).
  • Operates a variety of government furnished motor vehicles such as 4x4 utility vehicles (UTVs), automobiles and light trucks, pull behind trailers, farm tractors, and all-terrain vehicles (ATVs).
  • Operates light trucks or other licensed automobiles (sedans, utility vehicles, vans, etc.) on public roads on a daily basis to get to and from daily work locations.
  • Assists with routine administrative and field tasks.
  • Assists with routine administrative and field tasks. Enforces Title 36 CFR by educating the visiting public on project purposes, conditions, policies and regulations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid government motor vehicle operator's license.
  • Must be trained, tested and licensed to operate small watercraft in accordance with Corps of Engineers' policy and other applicable regulations.
  • Must be trained, tested and licensed to operate all-terrain vehicles (ATVs) and Utility Vehicles (UTVs) in accordance with Corps of Engineers' policy and other applicable regulations.
  • This position is covered by the civilian drug abuse testing program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • Must wear uniforms prescribed by Corps of Engineers.
  • Must be able to lift approximately 50 pounds.
  • Must be able to operate manual and power hand tools.
  • Must be able to work outdoors in all weather conditions.
  • Must be able to obtain and maintain a Certified Pesticide Applicator License.
  • Required to observe established safe working procedures; and wear mandatory appropriate protective clothing and/or equipment provided to minimize or eliminate hazardous conditions.
  • NOTE: Work involves walking through floodplain areas, climbing over downed trees, snags, and flood debris or other uneven surfaces; and through dense vegetation areas with poisonous plants e.g. poison ivy and stinging nettle.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Qualification Requirements for the GS-05:

Specialized Experience: One year of specialized experience which includes experience managing wetlands and/or moist soil units and inventorying rare and endangered species habitat based on guidelines. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four year course of study leading to a bachelor's degree that included at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture or mathematics. At least 6 semester hours of courses must have been directly related to the position to be filled.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Additional information

  • This position will be located in West Alton, MO and will allow for situational telework only. This position is NOT eligible for Full Time telework.
  • Position may be filled as a temporary promotion or temporary reassignment NTE 3 Years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
  • Position may be filled as a term appointment NTE 3 Years, if candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of 8 years
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • Direct Deposit of Pay is required.
