The primary purpose of the position is to serve as an IT Cybersecurity Specialist (APPSW) with the Infrastrcuture Security Division's (ISD) Office of Chemical Security and their Program Management Branch. The professional selected for this role will serve as a technical expert for Information Technology (IT) Test & Evaluation (T&E) support services. Typical work assignments may include:

  • Assisting/supporting the development of T&E processes, metrics, or procedures (Measures of Effectiveness (MOE), Measures of Performance (MOP), Critical Operational Issues (COI);
  • Supporting development of the Test and Evaluation Master Plan (TEMP);
  • Supporting, analyzing or developing test plans, strategies or resource requirements;
  • Supporting development of T&E materials/instrumentation and data for technical reviews and supporting data collection, analysis and reporting;
  • Participating in organization and execution of operational test readiness reviews (OTRR);
  • Managing tracking/auditing of the T&E aspects of programs and identifies T&E issues;
  • Writing and executing test cases required to test every sprint and every release. Enter errors identified during testing into the Mingle Agile Project Management tool used by ISCD to document testing activities and manage management- approved requirements;
  • Conducting T&E activities to ensure that all ISCD CFATS systems meet OHS security standards, fulfill the specified requirements, design, and performance capabilities, and operate in accordance with all Federal security requirements (e.g., Defense Information Technology Security Certification & Accreditation Process (DITSCAP), National Information Assurance Certification and Accreditation (NIACAP), National Industrial Security Program Operating Manual (NISPOM), Department of Justice (DOJ) Directives, National Institute of Standards and Technology (NIST), etc.).
  • Certifications: Must obtain DHS Test & Evaluation Level I Certification within 18 months.

Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements for the grade being applied to as noted below. You may be considered for GS-2210 Series if you possess information technology related experience demonstrating each of the four required competencies:

Specialized Experience for GS-12: You may qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level performing the following duties:
  1. Applying systems testing tools, methods, and techniques, including automated systems analysis,testing and evaluation methods;
  2. Experience testing and evaluating major system and network operating systems i.e. Microsoft Windows, DNS, Microsoft Exchange/Outlook and Microsoft Office;
  3. Reporting and tracking identified errors and defects through to resolution, updating test cases as required.

Specialized Experience for GS-13: You may qualify for the GS-13 grade level if you possess one year of specialized experience at the GS-12 grade level performing the following duties:
  1. Experience developing systems testing tools, methods, and techniques, including automated systems analysis and testing methods, and tools to test and optimize the functionality of systems, networks, and data;
  2. Designing, developing, testing, implementing management and support of systems and networks;
  3. Implementing Agile Systems Engineering Life Cycle Test and Evaluation disciplines to evaluate the relation and technical ramifications of the hardware (equipment), software (COTS, Executive, and applications), data, and procedures (management processes) to one another in order to evaluate and test systems.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
