Help
  • Collaborating on the development of strategic goals and objectives for acquisition policies and procedures to improve the execution of acquisition and/or FA programs; creating action plans and overseeing implementation and achievement of milestones;
  • Reviewing and evaluating acquisition and/or statutes, regulations, policies, and operating procedures to develop new or revised directives, policies, and guidelines on a variety of contracting and/or FA operations;
  • Serving as a subject matter expert on special studies and projects to provide insight and interpretation of the full-range of acquisition and/or FA statutes, regulations policies, and guidelines, to include customer-specific policies;
  • Providing expert guidance on acquisition and/or FA programs and operations to ensure compliance, resolve problems, and mediate issues needing higher level intervention;
  • Conducting and facilitating acquisition and financial assistance document and record reviews, and any other official reviews as required to ensure program compliance and to improve program operations;
  • Responding to requests from managers and staff for technical information and interpretation of complex acquisition and/or FA statutes, regulations, and policies;
  • Developing and delivering training, presentations, and information forums, and issuing news articles and information papers to educate staff, clients, and contractors on acquisition and/or FA operations and regulatory requirements;
  • Serving as AQD's Small Business Specialist (SBS), as required, to include the management and planning of AQD's Small Business Program;
  • Providing mission critical acquisition support to AQD's acquisition and/or FA programs during periods of workload surges, as required, and reflect adaptability to change based on fluctuations in customer requirements and/or workload.

Qualifications

ALL APPLICANTS FOR THE PROCUREMENT ANALYST, GS-1102-14, POSITION MUST POSSESS THE FOLLOWING BASIC REQUIREMENTS:

A 4-year course of study in any field leading to a bachelor's degree that included at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (NOTE: You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date.)

AND

At least 4 years experience in contracting or related positions - 1 year of which is specialized experience or equivalent to work at the next lower level in the Federal service.

AND

One of the following:

  • A current Federal Acquisition Certification - Contracting (FAC-C) Level III
  • A current DoD Contracting Professional Certification
In the case you do not have one of these certifications you must have completed the required FAC-C Level I and Level II courses, and the following FAC-C Level III courses: CON 360 - Contracting for Decision Makers, and an approved HBS Module other than HBS 428 - Negotiating.

NOTE: COPIES OF THE CERTIFICATION OR TRAINING CERTIFICATES MUST BE PROVIDED WITH YOUR APPLICATION BY THE CLOSING DATE OF THE VACANCY ANNOUNCEMENT.

AND

One year of specialized experience or equivalent work at the GS-13 level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Demonstrating expertise as a well-rounded procurement professional to include extensive knowledge in a wide range of contracting and/or financial assistance methods, types, and the applicable governing policies and regulations in order to affect compliant acquisition and/or financial assistance programs for a highly diversified customer-base; researching and evaluating policies and procedures for acquisition and financial assistance to ensure compliant, accurate, and consistent documentation; developing new or revised directives, policies, and/or guidelines based on changes in acquisition and financial assistance law, regulation and/or policy, and providing clear recommendations, policy guidance, instructions; and documents related to the procurement and financial assistance processes to ensure program and operational compliance; using procurement principles and techniques or program requirements to plan and/or make recommendations that affect the content, interpretation, or development of long-range, or interrelated agency policies and programs concerning the management of procurement and financial assistance issues; participating in the development and issuance of formal training to staff and other stakeholders to facilitate the education of key acquisition and/or financial assistance concepts, regulatory requirements, and changes to acquisition and financial assistance operations; and responding to requests for legal interpretations to assist managers and staff in determining supportable legal decisions and actions on contracts and financial assistance awards.

Exception: Employees in the GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. If using this exception to qualify you MUST submit an SF-50 that supports the title, series, and grade occupied on 01/01/00.)

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
