Qualifications

Experience requirements are described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 and above require one year of specialized experience at the next lower GS-grade. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.


Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing, implementing, and coordinating activities designed to guard and restore IT systems. Monitoring and evaluating compliance with IT security requirements. Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of IT principles, systems analysis concepts and techniques, new and emerging information technologies, Enterprise Resource Planning, security methods and principles, complex data management concepts, life cycle management concepts, life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
2.Knowledge of Oracle and SQL Servier software to include SQL Server Database, Oracle Database, Oracle Fusion Middleware components: Oracle 10g Oracle Containers for Java (OC4J), Oracle 11g WebLogic, Oracle Internet Directory, Single Sign On, Oracle HTTP Server, and Oracle Forms and Reports.
3. Knowledge of Project Management and Information Technology Infrastructure Library.
4. Skill in creating presentable diagrams and presentations, presenting them orally and in writing in a fashion that management will understand.
5. Skill in developing, implementing, and testing Disaster Recovery solutions and High Availability solutions.
6. Ability to install, configure, administer, maintain, and patch SQL Server Databases, Oracle Databases, Oracle Real Application Cluster, Oracle Automated Storage Management, Oracle Dataguard, Oracle Grid Control, Oracle Agents, SQL Server Data Transformation Services, and SQL Server Integration Services running on Windows, Sun Solaris, HP UX, Linux, and Unix operating systems.
7. Ability to design databases to include creating Entity-relationship models, normalization, logical and physical models, write and read Structured Query Language (SQL), Procedural Language/Structured Query Language (PL/SQL), Data Manipulation Language (DML), Data Definition Language (DDL), and Transact-SQL (T-SQL).
8. Ability to use software tools such as Oracle export/import, Oracle DataPump, Oracle Recovery Manager (RMAN), Quest TOAD, Oracle Automatic Database Diagnostic Monitor, Oracle Automatic Workload Repository, Oracle Grid Control Enterprise Manager, SQL Server Enterprise Manager, HP Data Protector, and HP Service guard.
9. Ability to install, configure, administer, maintain, and patch Oracle Fusion Middleware and deploy Web Archive (WAR) and Enterprise Archive (EAR) files in a multi- tier Oracle Fusion Middleware environment.
10. Ability to think strategically, balancing long and short- term priorities, coordinate, monitor, and manager projects while being a high- impact player on multiple simultaneous engagements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
