The primary purpose of this position is to serve as the Senior IT Specialist, Enterprise Architect and Technical Advisor, leading and directing Enterprise Architecture (EA) functions in support to the Nuclear, Command, Control, Communications (NC3) Enterprise Center (NEC) program and projects supporting NC3 systems and capabilities.

Duties

Help

  • Plans, leads, and conducts broad based enterprise architecture and system/data engineering assignments to support the assessment of current and future NC3 systems.
  • Supports the entirety of the NC3 Enterprise in the architecture planning, development, model-based system concepts and assessment of long and short-term projects involving legacy and future systems that directly affect the Nuclear Command, Control, Communications (NC3) system capabilities and their architectures.
  • Serves as the NC3 Enterprise Center's lead technical advisor on all assigned architectures, projects and assigned programs.
  • Participates in, and or leads discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment. Access to Special Access Programs may be required.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program.
  • It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, off duty hours on call, extended work hours (e.g., 12-hr shifts), varying duty hours, and/or holidays.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes mastery of and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout NC3 Enterprise; provides expert advice, guidance and recommendations to management and other technical specialists on critical IT issues; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important NC3 IT polies and programs.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert knowledge of IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as enterprise architecture, model-based systems concepts, requirements analysis, and data and system engineering.
  • Expert knowledge of the Department of Defense Architecture Framework (DoDAF) architectural models, Model Based Systems concepts methodologies and best practices, enterprise architecture theories, principles, concepts, standards, and methods for complex systems to ensure assigned projects remain consistent with program objectives, schedules, performance criteria, and existing policies.
  • Expert knowledge of the latest advances in enterprise architecture theories, research, methods, principles, and techniques from private industry, research organizations, and the federal government management to include knowledge of modern system design practices, development and test processes and standards.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of the Department of Defense and other entities that govern, interface with, and/or influence the development of complex systems.
  • Skill in establishing and maintaining effective relationships, negotiating complex issues, often with different or opposing views, and resolving conflicts based on mature judgment, experience, and recognized professional standing, and skill in project management and system management techniques, principles and practices.
  • Ability to interact and communicate effectively with senior leadership, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relationships with higher level management within the organization and private industry.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
