Duties

Help
  • The incumbent provides formal advertising and/or negotiated methods of contracting support to Bureau/Agency customers and team members.
  • The incumbent performs pre-award and/or post-award functions using a range of contracting types and methods to procure purchases in supplies, systems, services, equipment, and/or construction.
  • The incumbent prepares contracting documents for contracting actions that are clearly defined and precedented (e.g., firm fixed-price, time and materials, indefinite delivery, or other contracts of similar complexity).
  • Contracts administered are typically for terms of six months or less. Work may be reviewed and/or signed by a senior Contracting Officer.
  • The incumbent drafts replies to other Bureaus/Agencies, appeal boards, or Congressional inquiries for management review and approval.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

  • The incumbent will be required to obtain and maintain an appropriate FAC-C level and to hold and maintain a Contracting Officer Certificate of Appointment (COA) commensurate with the workload of the office.

FOR GS-09: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Applying principles, techniques, methods, and procedures of government contracting;
  • Perform pre-award and/or post-award procurement actions;
  • Review quotes to include price and technical proposals;
  • and have effective communication skills.

-OR- Education: two (2) full academic years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D..

-OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.


FOR GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:
  • Experience with Federal Acquisition regulations (or similar), contract law, and procedures applicable to acquisition and contract administration including change orders, supplemental agreements, terminations, claims, and close out of contracts;
  • Various types of contracts including firm-fixed price, firm-fixed price with economic price adjustments, and cost reimbursement, and contract methods to include simplified acquisitions, sealed bidding, negotiations, cost sharing, multiple awards, commercial items, and special provisions;
  • Cost/price analysis techniques used in evaluation of contractor proposals, change order proposals and to conduct negotiations;
  • Negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements;
  • Contract administration principles and practices sufficient to monitor contractor performance and compliance with all terms and conditions of the contract.

-OR- Education: Three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.

-OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is primarily sedentary, with infrequent periods of walking and bending.

Work Environment: Work is performed primarily within the office. The incumbent may be required to perform onsite inspections as needed. Occasional travel may be required.

Education

This position has a positive education requirement which requires:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;
or
  1. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
