This Supervisory Transportation Security Specialist position will serve as the Case Management Branch Manager within Enrollment Services and Vetting Programs, which is part of the Enrollment Services Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

  • Oversees capabilities in support of TSA mission critical, public-facing transportation security programs. Programs include supporting Maritime and Surface transportation worker populations (e.g., TWIC® and HazMat Endorsement/HME, FTSP) and traveler/passenger populations (e.g., TSA Pre Check.)
  • Deploys operational and technical capabilities; manages short- and long-term planning activities; and manages the integration of operations activities. Determines objectives and strategies to meet Branch, Division, and Office goals.
  • Interacts directly with senior leadership on a recurring basis related to operational matters and utilizes a variety of complex management/decision making tools and advanced programs/concepts to articulate agency positions on issues vital to TSA's mission, goals and objectives.
  • Defines plans and organizes assigned resources (staff, budget, equipment, etc.) to accomplish objectives for the component(s) managed. Manages budget and either reallocates resources among organizational components, projects and/or programs or requests additional resources, as needed. Performs aspects of the budget planning process, including projecting short-term and long-term future needs. and justifying resource requirements. Individual and organization performance is typically reviewed periodically by higher level management through status reports and organizational performance measures.
  • Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities.
  • Determine selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance.
  • Schedules and approves leave. Participates in manpower surveys and reorganization study groups, as required. Makes functional assignments establishing controls necessary for effective management, or to provide data for management purposes. Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA's Affirmative Action Plan and the TSA's Equal Employment Opportunity (EEO) program policies.

- Incumbent must obtain and maintain a Top Secret security clearance.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.
- This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it.
- This is a testing Designated position. Employee required to pass drug screening prior to appointment and periodically as required during employment.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
- Experience performing terrorism, immigration and criminal background checks and the regulations, authorities, and underlying background checks that make up the overall security threat assessment process;
and
- Utilizing enrollment data capture (biographic and biometric data), enrollment procedures, and related operational and technology solutions and of enrollment and vetting architecture and systems used to perform daily functions;
and
- Understanding the FBI fingerprint based criminal history records check and requirements, FBI Rap Back, DHS IDENT, FBI and Compact Council and the impacts of criminal history vetting on enrollment and other program requirements.
