Duties

Help

  • Serves as a senior IT network project officer in the program management of long haul telecommunications requirements.
  • Provides procedural, and policy guidance.
  • Develops., maintains, and reviews architectures, procedures, requirements. planning and policy documents for interoperability and integration Issues.
  • Assesses system performance and capability.
  • Represents the PF and agency IT and communications position at meetings, briefings, working groups, and conferences.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes knowledge of a wide range of Government and industry IT principles, concepts, methods, policies, practices, and systems relative to IT, network, and telecommunications systems management, requirements, services, facilities, and programs. Knowledge of the methods techniques, and processes used for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining programs pertaining to communications systems and networks.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of and skill in applying, a wide range of IT and telecommunications systems management concepts, techniques, policies, principles, facilities, practices and methodology, such as those found in Government and industry.
  • Knowledge of technical IT/telecommunications systems management regarding oversight, performance management, and life cycle development to ensure planning programming, budgeting, and tracking of resources.
  • Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of IT network, and communications problems.
  • In-depth knowledge in a particular functional are of telecommunications, such as, transmission media, data transfer ground to ground radio, switching systems. or other very specific aspects of IT, network, and telecommunications.
  • Skill and ability to speak and write effectively for the purpose of understanding and discussing technical concepts with key government officials, industry officials, and other military and civilian personnel.
  • Knowledge of trends in present and emerging IT and telecommunications systems and programs and ability to predict how management can meet future IT, network and communications requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
