Duties

Help
  • Updates the Inspection and Enforcement Handbook and Appendices, fundamental to the nationwide field implementation of the new rule.
  • Writes and develops policy that will take into account the analysis of the relationship between policy and applicable laws related to energy and minerals resources.
  • Informs all stakeholders of changes in operational issues, policy issues and enforcement issues.
  • Serves as an expert on current oil and gas industry measurement technology and remains current on measurement technological research advances.
  • Reviews technical measurement equipment applications from oil and gas equipment manufacturers and operators for recommendation for approval/denial by the BLM.
  • Applies qualitative and quantitative analysis methods for assessing complex measurement processes and systems for BLM-wide application.
  • Develops long-range I and E program plans, goals, objectives, and milestones, and evaluates the effectiveness of measurement I and E programs conducted through the BLM.
  • Identifies and develops ways to resolve problems which directly affect the accomplishment of principal BLM program goals and objectives.
  • Serves as the primary point of contact for the oil and gas industry, BLM field inspectors, and the National Training Center (NTC) for regulatory guidance of measurement inspection and enforcement issues.
  • Responds to external and internal inquiries about measurement equipment and procedures currently in the regulation as well as new and alternative equipment and procedures.
  • Identifies training needs and reviews the NTC inspector training curricula for regulatory accuracy to increase nationwide consistency of regulatory enforcement.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience contributing to the development of oil and gas measurement regulations and policies, analyzing oil and gas measurement equipment to ensure accountability and verification of volumes reported, and communicating measurement regulatory requirements to agency personnel and stakeholders. Experience should be within energy activities such as oil and gas, drilling practices; production techniques and equipment, metering devices and measurement of oil and gas; inspection and enforcement; and reservoir management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

There is no substitution of education for experience at the GS-13 level.
