Help

Duty 1: Employee demonstrates a fundamental knowledge of concepts for conducting developmental test and evaluation (DT&E) and integrates technical knowledge of computer networks with AF and DoD test policy and procedures to execute testing of C41SR, IW, IO, & cryptologic systems

Duty 2: Serves as Test Director. Employee applies governing regulations, policies, and procedures with guidance. Ensures each test member knows responsibilities & relationships

Duty 3: Stays up-to-date in professional/technical competence of T&E related technology through IA certifications, training courses, and translates new developments into concrete advances in one's own or work unit's performance

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), Special Sensitive information, Top Secret Special Access Programs (SAP) . A non-disclosure agreement must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is Test and Evaluation Level II, non-critical, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment. Failure to receive the proper IA certification may result in removal from this position.

  • Bachelor's degree in electronics/electrical/computer engineering, computer science, or other technical field, is mandatory
  • Master's degree in electronics/electrical/computer engineering, computer science, or other technical field is highly desirable. At least five (5) years engineering or analysis experience is highly desirable
  • Knowledge of LAN and WAN topologies, networking protocols, and VOIP is critical to the successful performance of the work
  • Leave accrual may be authorized upon request
  • Knowledge of PC H/W and S/W including OSs is critical to the successful performance of the work.
  • Experience with fiber optic networks, cellular networks, CDMA, and GSM standards is highly desirable.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

GG01550: Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of electronic engineering, computer engineering or computer scientific concepts, principles, standards, methods, techniques, practices, and procedures involved in computer networks and information systems, security procedures to maintain control of classified material, understanding of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s), skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems and foresee changing technological advances, ability to produce highly technical reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of electronic engineering, computer engineering or computer scientific concepts, principles, standards, methods, techniques, practices, and procedures involved in computer networks and information systems.
  2. Knowledge of security procedures to maintain control of classified material.
  3. Knowledge and understanding of agency, AF, Department of Defense (DoD), and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
  4. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems
  5. Ability to foresee the impact of changing technology
  6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
