As an IT Specialist (Data Management), GS-2210-11, you will:

Provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical data-related issues. Maintain comprehensive knowledge of, and provide guidance to pertinent program stakeholders on the appropriate application of data categorization; privacy; and retention in accordance with National Archives and Records Administration regulations and policies; Department of Defense guidance; and Army Regulations, data privacy security regulations and compliance controls including: DoD Cloud Security Requirements Guide (SRG); Federal Risk Authorization Management Program (FedRAMP); National Institute of Standards and Technology (NIST) 800-53 and 800-171; DoD Risk Management Framework (RMF); Federal Information Security Management Act (FISMA), DoD defined security impact levels; and proper handling of sensitive, controlled unclassified information (CUI).

Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the Command's principal information assets. Serve as the primary liaison between business and functional areas and technology to ensure that data related business requirements for managing and protecting data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning. Develop procedural guidance for data ownership, access control, data management, and data manipulation to manage and administer organizational data. Identify and obtain required resources and ensure access by the staff and management of both internal and/or external customers. Develop report matrices, and request for information procedures, along with collaborative planning tools (such as internet/intranet websites, knowledge portals, chat, and email) to ensure information is translated into focused knowledge that facilitates decision-making.

Work with government and contract personnel responsible for the comprehensive missions of database administration, data management, data modeling, data governance, data retention, data masking, corporate reporting, application data refreshes and Security Technical Implementation Guidelines (STIG) compliance. Serve as a point of escalation for governance, data quality and protection issues and works closely with business and functional area leadership to improve the quality and value of data assets, respond to regulatory protection requirements as well as support the strategic requirements of the Command. Advises the Chief Information Officer on enterprise wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools and data architecture.

Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise. Define indicators of performance and quality metrics and ensures compliance with data related policies, standards, roles and responsibilities, and adoption requirements. Design and develop integrative views of data to enable informed decision making. Conduct analyses to ensure architecture and standards support, metadata management, financial auditability, process reengineering, system modernization and investment management. Collaborates with infrastructure engineers, software developers, Enterprise Data Architects, system owners, and business users to understand the end-to-end lifecycle of data. Establish a cohesive vision for the management, support, integration and modernization of EDM systems and data records management practices for CIO managed Data lakes related to the Business operations of each headquarters.

Coordinate planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. tailored to changing customer requirements; analyzing and planning for anticipated changes in data capacity requirements; developing and administering data standards, policies, and procedures; and designing data visualization and reporting solutions to support informed decision making for organizational initiatives.

  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved in advance by TAG.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver?s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: planning, organizing and implementing unit logistics plans and operations. The position applies technical expertise with computerized logistics information systems to support deployment operations and exercises. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Management or Business Administration (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
